STO and NW clients not loading properly

For the past few weeks Star Trek Online and Neverwinter clients have been loading oddly. Both clients show News links and other similar items for just a few seconds, then they seem to 'reload' to a simplified version with no links (except the options on the upper right) and the error message "The website is experiencing technical difficulties. Normal game play is not affected."

Patches are successful and both games are fully playable. Client repairs haven't changed anything.

Obviously nothing critical is failing, but any ideas about what's going wrong?
