I'm not sure about other romulan ships but I know my Faeht Intel Warbird has a console that provides the Plasma Lance along side the heavy weapons spot. I'm not sure if I'm okay with every escort having access to a weapon that was originally a console ability

Sounds like you need to get the Risian ships from the Phoenix boxes. The Soliton Wave Generator comes from the Risian Luxury Cruiser, and works great with the Subspace Wake Generator on the Risian Corvette.

I can see where you would be coming from on other escorts getting access to something that was a exclusive aspect of a ship (like with the other lance-weapons of the ships that use them.). I think so long as the heavy weapon version of the lance given should be about the same level of power or slightly weaker then the other lances built into the other dreadnoughts that use them (gal-x fir example), while the Heavy lance versions (mostly linked to a console) which seems to have have some interaction with the systems that ship uses would still be better than even the mass-produced lance types used in the heavy weapon slot. Though I would say that turning the built-in lances into weapons used in the heavy weapon slot would need to have their damage an cd reworked abit.

No need for the phoenix boxes, I've earned/unlocked every event ship for my account(I still have the Kamarag Retrofit on all of my older KDF characters).
I actually made an EPG-heavy inverted Tractor Beam Repulsors build on the Risian Cruiseliner(better aft-firepower and more durable for 'towing') with the 2-set back in the day. It's probably part of what inspired me to go with the 'vacuum' build on the Bastion I've been running for years on one of my characters.
Really though, the idea of a Shockwave generator on a (cannon) escort is to explore new options for the slot and to potentially help with one of the vulnerabilities of the DHC playstyle(fighters/mines/heavy torps approaching from the sides or aft).

how did you manage to make an EPG-heavy build on a ship with only 2 science slots?
'Heavy' might be an exaggeration/relativistic, but the Risian 2-set effectively converted 2 eng consoles into an EPG and Graviton(which helped with the suction of TBR and the Risa consoles) Sci consoles, along with the Solanae Deflector resulted in something pretty respectable for a non-science vessel back in the pre-Delta Rising days. Think I added the Constriction Anchor to it as well when I was still messing around with it after DR.
It also taught me to not mix Soluton Wave Generator and inverted TBR. The game kind of implodes trying to figure out what to do with that much suck.
(Hostile ships would rapidly, and repeatedly, blink/warp between being on top of each other and being further away. It seemed to be a purely visual bug, as you could still hit them as if they were in the center of the 'sinkhole', but it was still... interesting.. to watch. I think you can/could achieve the same effect if someone opened a Gravity Well and you popped the SWG in the middle of it.)
