will not resume patching on windows 10

hello im just installing sto on windows 10 the patching will not resume it starts from the begining it did not do it in windows 7 please help

    I just recently purchased an ibuypower i-7 windows 10 PC and i've been playing this game on my wifes computer with no problem. Well now the launcher just sits there at 18%.... i've uninstalled, restarted the computer and then reinstalled the ARC and installer. Still stuck. Tested the internet and getting 398mbps download so i know it isn't my computer or internet... am i doing something wrong?
