and everything else you have equipped; traits, gear, consoles, boffs, even certain doff assignments can all add to one skill or another (of course, the latter is a temporary thing)
A normie goes "Oh, what's this?"
An otaku goes "UwU, what's this?"
A furry goes "OwO, what's this?"
A werewolf goes "Awoo, what's this?"
"It's nothing personal, I just don't feel like I've gotten to know a person until I've sniffed their crotch." "We said 'no' to Mr. Curiosity. We're not home. Curiosity is not welcome, it is not to be invited in. Curiosity...is bad. It gets you in trouble, it gets you killed, and more importantly...it makes you poor!"
Passion and Serenity are one.
I gain power by understanding both.
In the chaos of their battle, I bring order.
I am a shadow, darkness born from light.
The Force is united within me.
I found the stats you were talking about. I'm assuming they change based on what you choose in the skill tree?
Skill tree, traits, active effects (like fleet boost or critical success on certain DOFF assignments) and most importantly slotted items. For example, a science console granting +xx "Exotic PArticle Generators" will increase the associated skill accordingly.

"No. Men do not roar. Women roar. Then they hurl heavy objects... and claw at you." -Worf, son of Mogh
"A filthy, mangy beast, but in its bony breast beat the heart of a warrior" - "faithful" (...) "but ever-ready to follow the call of the wild." - Martok, about a Targ
"That pig smelled horrid. A sweet-sour, extremely pungent odor. I showered and showered, and it took me a week to get rid of it!" - Robert Justman, appreciating Emmy-Lou
they might've put it somewhere else on the console version; which i can't check for myself as i don't own a console and probably never will
No, the only area for skill-based stats on the ps4 version is the captain skills/specialization/traits and the bridge crew setup menus, why cryptic omitted those sections in the ship stats tab is a mystery.

No, skill points should not be capped. Everything is fine as is.
Since you talk about DPS, I'm assuming you're really only talking about EPG? Meh. Exotic resists? Don't allow resist to go negative? Or how about AI revamp/overhaul? And if it's about PvP, it's not stat number pushing that broke that - but that's probably a whole other thread.
I don't give a rat's TRIBBLE$ what my DPS is, but with the AI in the state it's in, as long as you know how to not die, the game is already 'broken'. Whatever else this rebalance does, I hope it gives the AI at least a fighting chance.
