Why? It's not as if the tactical consoles are the main contributor for the damage..
The ship trait and console suggest it is meant as drain boat. It's imho either shield/energy drains + torps or an exotic damage built.
If you want torps + drains the 3rd tac console IS a big deal. Of course one can ignore the trait and console and just built it for space magic. 3/5/3 would have been the better and more flexible console layout.
By 'big deal' you mean a third Vulnerability Locator or Exploiter giving 33% cat 1 damage bonus (on a weapon that's already at about 440 cat 1, so a real damage gain of around 7%) and either 2% crtH or 9% CrtD?
'Cause honestly, that sound like the single least important console on the entire ship.
Since this is a discussion on these awesome new science vessel, I wanted to point out that after picking up the pack as soon as it hit the C-Store, the KDF Sci ship is missing it's built-in cloak completely, as do the C-store listed stats, unlike the actual blog. I've posted a topic in support forum (see signature).
If you have the same problem, please make this issue visible by letting others know so Devs take notice and fix this issue affecting the KDF ship so it doesn't go unchecked and neglected as many other KDF related bugs.
And once again problems with the Tier 6 Hull material for the KDF ship. The grayish material (Material 4 or 5?) is not available for the Klingon Science Vessel. *sigh*
Also I didn't seem to be able to find the cloak power on the ship.

Edit to add: Remember the release of the Paladin? Yeah, it came with standard built-in cloak, yet this wasn't listed in the stats. I had fun believing they added it and how all faction differences were out the window so why bother caring about balance anymore, then soon enough it was removed, rightfully so.
I expect the same to happen here, only that it's about something more urgent, a currently advertised feature (blog) being released and sold that's fairly standard on KDF faction ships (which this is 100%) that is missing, and also being falsely advertised in the c-store as not being present, leading to fewer sales of the ship and the ship pack. If this wasn't a bug, I would perhaps have had reconsidered the pack myself and been super happy with just the T6 Rom Sci.

I doubt it's intentional. If it was us scaring them with theorycraft, Romulans wouldn't have had the cloak either. I'm not even talking about the idea that cloak was pulled just to spite KDF players.

Why? Isn't Ambush a 15% increase to All Damage? I would assume it would be more valuable to science oriented ships since they have fewer sources to increase damage.
You can give enemies reduced resistance with a variety of things now to give a better bonus than that.
I thought the convention was to stack as many sources as possible. Also, most enemies have little to no resistance to Physical damage; one of the "big selling points" of Temporal powers. Additionally, Temporal powers do less damage, so any boosts are a big help.
When enemies have 0 base resist, giving them resistance penalties pushes their resists into the negative. Thus -10% resist means all your attacks do 10% more damage. Stacking bonuses is very good. eventually you have to choose which ones you want though.

The Klingon DSDs have cloak. What did the Naj'sov gain to "give up" the innate cloak of the previous science ship? Additionally, does it seem to anyone that the turn rate on these are kinda slow, compared to other science vessels? I mean, I know the Nebula series has always been the lowest for turn rate, but why do that to all of them?

The T5 Dysons with their battle cloaks also get doubly penalized since switching to tac mode also cancels sensor analysis. The Feds even pay to use up a slot or more to gain access to basic cloak which I believe has a more punishing cool-down than integrated cloak - my avenger, arbiter, T6 gal-X, and T6 defiant don't have cloak console as much as I like all forms of cloaking (inc ghetto mask energy signature which has its potent uses: Counterpoint pugs, I'm the one to close all 5+ rifts using it too cause the others can't, so bonus points for everyone, warp signature masking no doubt also helps to increase defenses and get more misses to finish closing rifts). I'm unwilling to pay for it, as I am with the phase cloaking console for Romulans. Maybe someday I will since to me it's fun, has its uses, and serves a purpose from role-play perspectives - which is a point here with faction specific ships or we'd just jump into the Eternal or best yet lobi Edoulg and min-max away, ships I already have because I like them too and because they are superior.
Bottom line is, it doesn't matter how useful or useless a feature is, it is advertised, and people, myself included, have made it a huge selling point.

Either way, some people are convinced it's been removed (without citing any evidence or historical precedent). I argue it's simply an accidental omission, presented by evidence (in another thread that's specifically about this issue) and hope Devs take notice and don't leave us KDF out in the cold yet again as with the ONGOING T1 B'Rel - T5/T6/FT5/FT6 B'Rel/Kor skin fiasco, or with how that Kar'Fi has been visually bugged and appearing partly invisible for what felt like forever, or how with set bonuses are simply missing because reasons, etc. etc.

The Laeosa Research Warbird definitely does list a Romulan Battle Cloaking Device.

I just checked the zeni-store and shipyard descriptions. There is no mention of a cloak at the point of sale.
