Launcher randomly verifying stuff and Cryptic Splash Screen going to 5%

Since the patch, I have been unable to get the Splash Screen to go past 5% and the Launcher is randomly verifying 100,000 or so files again and again despite the Launcher before already verifying the exact same files.
