Wasn't for all the free to players this game would of died. Just because people don't want to shell out $200 for a mediocre game, doesn't mean they shouldn't have a borg.
I think you considerably under estimate the wealth of the people who play this game, especially those who supported it up to the point of F2P.

It would open up the LTS to a whole other segment of people who can't afford to drop 200-300$ in one shot..

But some of us were veterans who played under the old subscription model. Saving for an LTS meant not playing at all. By the time the game became free-to-play I was already more than halfway to the 1000 day mark. As of now, an LTS is pretty much worthless to me.

Let's be honest. If a player isn't financially capable of saving 1/4 of the payment on their own for 4 months, they most likely aren't financially stable enough to afford it and don't seriously want it. Not that I would frown on their introducing a plan like this, just being honest about the current state.
Well, and there's the whole problem of what the heck a payment plan actually means. Do you get no benefit from it at all until you make that fourth payment? Are they supposed to give you all of the LTS benefits before it's paid in full? I can't see them going to the trouble of setting up a payment plan system.
So in short, I wouldn't expect the status quo on LTS to change any. Anything else is just Cryptic giving away exclusives for low/no return. About the only thing that would change that equation would be to put some really outrageous benefits into the LTS that would very likely cause a backlash and fuel the P2W argument.
Yeah, I was pretty much kidding about the payments. Payment plans come with side costs, like collections. I doubt PWE is interested in having to take you to court to get their remaining $100.
Nothing breaks the tension better than a tankard of warnog - except maybe a good brawl...
