IMO more Dil sinks won't be a solution. All it does is to push casual players further behind. What needs to be done is to curb Dil farming. Make the dil refinement account-wide rather than per character. 24k per account daily should be more than enough IMO. Eventually dil levels will be depleted by our current sinks.

this cryptic would not do, players who have lots of free time to play sto spend a lot of that time every day farming dil across multiple characters by playing possibly 6 or more characters until they have 8k dil on each.
24k only allows for the equivalent of 3 characters farming 8k each day, this would severely limit the amount of time these players are going to be inclined to play and that is bad for cryptics metrics.
whatever cryptic do to limit the amount of dil in the game you can bet that altering the refinement limit in any way will never factor into that solution.

maybe it's not the destination that matters, maybe it's the journey,
and if that journey takes a little longer,
so we can do something we all believe in,
I can't think of any place I'd rather be or any people I'd rather be with.
An account wide Dil refinement cap is a bad idea because it would dictate peeps how many alts they should play or in other words how long they should play STO per day. 24k Dil is a joke. After 1 hour would end up without having anything to do because my progress would simply be terminated.
I have 10 characters and have refined the max possible limit for 1-2 years now and that on a daily basis (it was roughly 72k, 80k since AoY). Tell you what; I almost never was in any position to offer Dil for sale. Reason is simply that I need the Dil myself and could rather use more than less as long as I take my toons seriously.
Problem is not the game or the refinement limit. It’s the players!!!! They are the ones who rather let anybody in their surrounding take a downside for as long as they can get their free stuff from z-store.
They are the ones who let others fill fleet projects, they are the ones who go into pve under geared and let others carry them.
As for the OP, nice idea but we already have Admiralty Cards for Dil.
Donate 2,4 mil Dil to fleet projects and take the 200k fleet credit only ships. There should be 6 fed and 6 kdf. When you are done tell me and I offer more suggestions for you to spend Dil besides the exchange.
We have plenty of sinks in game and there is zero need for more.

there is a need for something to suck up the masses of dil in the game but it needs to be something that is soooo good players would rather spend their dil on it the exchange their dil for zen, coming up with something like that is a tall order and anyone who can would be remembered in the annals of sto history.
