If it was you get one for say spending $1,000 , I wouldn't qualify, but I know the rules and I'd be fine by that.

Well, I can't say I ever expected them to reveal the rationale behind the choices to begin with. They never do.
When ppl got ships for not participating enough, the loyal Captains got upset, as they felt they were the ones who should have been rewarded instead. Looks like that's exactly what PWE did, this time: reward the loyal customers. And now other loyal customers are upset for not having gotten a ship too. I know you're thinking I'm taking this into a "Damned if they do, damned if they don't" direction; but no. Rather I'm saying that playing favorites amongst the playerbase (when the results are public) is rarely a good idea. I hope, in the future, they find a way of doing such promotions without alienating the rest of the players; cuz clearly this isn't WAI.

Like I said, I live in the Netherlands, and they promised to send me the swag box too. So that can't be it.
I did consider that it might be for completeing the "Artifact hunter" for the Ferengi on Risa but I completed that achievement, you find 4 ot 5 bits that says something as been unlocked on your account, but thhre was nothing and i didn't get a code so it can't be that.

But not announcing it, sending stuff to a select group of players with an email suggesting they are the only players to have shown unwavering support, and only making a statement to say "we can't tell you the criteria" is amazingly poor decision making, and insulting to many players who have supported this game since day one.

This is my feeling exactly. Spending $1000 in the last YEAR is in no way "unwavering support". That just means someone ran up a credit card in the last 12 months. What about the 7 years BEFORE? This is a horrible marketing effort. If people got the ship who haven't been subscribers from pre-release then I would argue they've been given out under false pretenses. "Unwavering support"? To the players with the biggest limit on their credit card, more like...
