There are multiple behavioral oddities with the (23c.) BOff Abilities:
This has been tested by acquiring Training Manuals/BOffs on 23c. ESD by one AoY TOSFed and attempting a variety of methods to transfer to another AoY TOSFed, along with investigations with non-TOSFed characters. Thanks for reading.
- Training Manuals from 23c. ESD are Character Bind on Pickup, unlike Training Manuals purchased from other vendors
- Training Manuals cannot be created from 23c. BOffs, which have a void where Ens-tier BOff Abilities should be listed
- 23c. BOff Abilities are listed within the Skill menu of all characters, including non-TOSFeds; unsure whether this is a bug or if non-TOSFeds were supposed to be eligible and the Binding bug is interfering with this
