Why is it whne I ma logged in to arc I still need to use account guard?

Why is it when I am logged into arc I still need to use account guard pin?I thought we were automatically logged in when signing into arc this include accessing it from your browser.

How do you access the forums when logged in to arc without using account guard?This is so I don't have to log into my e-mail every time.
