How long do we have to create a temporal agent recruit captain?
Six Weeks starting on July 6th
Is Rapid Support trait an acct wide unlock also?
What type of traits are Rapid Support and Critical Systems?
Does existing rep gear on other captains get automatically upgraded or would we have to redo those gear projects to get the upgraded versions?

Is all this new reward and content going to be completed on a single ToS captain, or are we going to have to do like we did for the Delta Recruit and have to make 1 captain of each faction coming up to 3 new captains total to get the full benefit of getting every single reward possible.

If it like the Delta, you need to create the Character and get them to the point of 'temporalisness' (for the lack of a better term). You can complete anytime afterwards but after the six weeks the Temporal Recruit will no longer get that extra Dilitium for killing stuff.
One Recruit is all that is necessary for unlocking the regular goodies.

There is no other faction... your playing a Fed period... you start out in TOS era and before L10 you end up in the current time lime. That's it. Just play this 1 toon and max out all the reps etc... for account unlocks.
Basically I'll need to put my Fed toons on back burner to level and do all the reps, crafting, doffing etc on this TOS toon.

Devs, you've really topped the Delta Recruit rewards considerably. By adding in Reputation, Commendation, Specialization and Admiralty rewards you've pretty much guaranteed that we're going to have a reason to take these Temporal Agents to level 50 and beyond.
I only got one of my Delta recruits to level 60 and completed all of the arcs and got one other to level 50.
On the other hand, you've also raised the bar in terms of how fast we can obtain all of the rewards. I'm going to have to promote him to my new main just to get all of that done in a reasonable time frame.
Just when we thought we were done grinding all of the missions over again... I've still got characters stuck in the 2800 arc because I couldn't bring myself to grind through them all again. But they weren't Delta/Temporal recruits either. I really hope that the promise of "the interference of the Na’kuhl may result in new enemies or revelation of new secrets" helps to alleviate that grind and make these missions new again.
Question: During the Delta event we had a contact at the main hubs to talk to/claim things. Will a similar set up be done this time?
If Tribble is any indication, yes. The temporal agents for each faction now have a Temporal Operative tab in their reward claims store. So, most likely, we'll just talk to the exact same person this time around.
Are there really only going to be the 4 species to to choose from for TOS faction. No using Cstore or LTS species?

If they haven't announced it yet and nobody's seen any evidence to the contrary on Tribble... I'd say it's too late for any new TOS races to be included before the event starts and probably not before it ends. They're certainly not going to include races that wouldn't have been part of the Federation in the 23rd century, so no Liberated Borg, and no Talaxians. No Fed Klingons, or Ferengi. And I guess they don't want a bunch of cat-people running around, so no Caitians. Certainly no Bajorans.

Getting some of the rewards will take... surprisingly, for a temporal agent, quite a bit of time. Take the specialization trees for example.
