Persistent lag/delay since May 26/16 patch

I've had persistent lag/delayed response since the patch on May 26. Played the first week of CC event fine, no issues. Thursdays patch involved something like a 640Mb download, so when it was laggy after I logged in, I assumed it was because a lot of people were DLing a large patch.
What I get is delays/pauses while moving, delayed response to clicking on menu/UI items (like DOff mission buttons, R&D choices etc). I even get delays between characters while typing in the chat box. No disconnects, and only the normal amount of SNR countups when changing maps (usually to fleet starbase or docking at same). Just, persistent, frequent, delayed response to key presses or mouse clicks.
This happens on Q'onos, ESD, sector space, during the crystalline battle, while typing in chat, pretty much everywhere. The delay can be up to 2-3 seconds although usually it is just .5 second or so (brief but noticeable). Even while simply walking, I get brief pause/move/pause/move jerkiness.
It isn't affecting any other games, it isn't affecting my connection, and it started directly after the May 26 patch. I ran the various tests set out in the sticky, results posted below. The pathping gave 100% packet loss to my local ISP and to hop#11 on the route, but I am unsure how to interpret this since the game plays, it just plays with frequent delays. I would say about 5-6 delayed response per minute, though they aren't spaced regularly that I can tell.
(Note: At times, when I mentioned it in chat, sometimes 2-4 people said 'oh yeah lag's pretty bad right now', other times no one at all replied about seeing lag but several people said 'lag? there is no lag' so I assume it's not a server-wide problem. I have not changed graphics drivers or anything else on computer, just updated/patched the games that normally patch on Thursday.)
