I actually like the idea of giving Fed players Tovan Khev. After all, they've been given nearly everything else which started out as unique to the Red(And now Green as well!) side. Let's complete the set, Devs. Please Please give Tovan Khev to the Feddiebears. For balance' sake.

But make sure when you do so, Devs. The Blue side gets all those extra special features which make us Space Elves feel like the smarter half of the Siamese twins. Like, his constant whining about his sister Rinna. His inserting himself into what are clearly commnd decisions outside his writ and perogatives. His rearranging of the BOffs to suit himself and only himself. His blurting out the most obvious parts of whatever situation my char happens to be in. His stunning ablity to make himself the center of attention regardless of the storyline mission.
And best of all, his ability to permanently and irrevocably suck up a BOff slot which could be used far more effectively, along with being quieter, by a BOff which can actually do something.

Starfleet provides Police enforcement on earth and protection of Federation space. But Starfleet was made to explore the galaxy. It's not made to be a super space navy.

I find it interesting that anyone would think a treaty with a planet that ceased to exist would be terribly binding. Starfleet accepted limitations in exchange for a dangerous opponent accepting limitations. That opponent has been reduced to a pack of slavering dogs (Tal Shiar remnants) in the service of a hot war enemy (Iconians).
That's pretty much the DEFINITION of "the deal's off".
Actually after the destruction of Romulus, Starfleet did again try to create cloaking devices. But just as the U.S.S. Pegasus it was once again a disaster, resulting in loss of life. And that ment the president of the Federation decided to follow the rules of the Treaty of Algeron.

Sure. In my vaguely plausible head-canon D'Tan would absolutely want to distance his fledgling nation from the old Star Empire and could probably make a pretty good case for the export of Republic Battle Cloaks packaged complete with RWNavy engineers to Starfleet ala the old "exception model" in exchange for much needed infrastructure support.
...A situation grossly detrimental to the Klingon Empire who in turn make some very generous concessions to D'Tan if he'll guilt the Federation into extending the Treaty of Algeron terms to the Republic. In return the Empire pays the difference in projected lost revenues and makes a very public hissy fit that there will be no breaking of the Republic's massive new Iconian Gateway. Because lets just say the Bortesque's captain was surprisingly... strident... about backing the Republic during that little episode. I smell wheels within wheels .
In short, during the TV series and movies Star Trek was prevented from using cloaking technology due to the accident on the U.S.S. Pegasus and the Treaty of Algeron. Also Roddenberry did not like it.
In Star Trek Online it's the same story. The treaty and this time the U.S.S. Kelso instead of the Pegasus. It also seems that CBS is very strict on following Roddenberry rules when it comes to Star Trek merchandise. But I wonder why JJ Abrams went out the window if that is the case. But that's another topic. lol.
You can also see this in other places of the game, for example. To this date, no real swear words have been used in Star Trek except "Hell" and "Damn".

Most logo's regarding ships, ship designer, selector etc. Are the Galaxy class icon. Same with most artwork, wallpapers etc.
I don't think the federation would lurk under cloak all the time but there are very real uses for them that are peaceful.

So I think there are perfectly acceptable reasons for the federation to make widespread use of cloaking devices.
The state of the Treaty of Algeron depends on just what is left of the Romulan Star Empire. Which, looking at the company Sela's been keeping after her retrieval from the Iconians, isn't much.
An then you have the cloaking capable intel craft in sto as well for the federation, which would seem to counter that the federation is still fallowing the treaty at least in sto's timeline. It actually seems that atleast they are still researching as well as developing cloaking technology.
Fed battlecloak is already a thing with the console set from the Valiant.
Voth set gave cross faction battle cloak ages ago...
Realistically though, how many players out there have the 3 Voth Ships to have the Full Voth Console Set enabling Battle Cloak through it
I know...but it's not like a huge shock...there isn't a new boff specialization yet so they have to crank up the power creep in other ways to line their pockets.
Last few boxes has had carriers...so they need something shiny to attract people...basically like I said...give them battle cloak and everything the Romulans don't have...make every Romulan ship but the Scimitar obsolete and all of the non-Romulans whining for battle cloak happy.

I jest, it's pretty clear why none of the existing temporal ships have them.
You know what is fun? Reading. For those who may have forgotten. The temporal ships was chopped and stripped of almost everything worthwhile by the Tholians.
The Federation has not forgotten how to make cloaking devices. But I seriously doubt the Treaty of Algeron is even on the table for discussion. If I were President Okeg, I would bargain with D'Tan from a position of strength. After all, the Republic is currently a client state which also happens to be in a desperate one as well.
Why should the Federation continue to abide by the terms of a treaty with a nation which no longer exists in 2410? Outside of a few rabid fanatics in the Tal Shiar, there is no Romulan Star Empire in STO. And these pitiful remnants of an internal security force are only paying lip service to the idea of the Empire long enough to get their supposed revenge on D'Tan. Further, they were on the fringes and away from true power when the collapse occurred. Except for Hakeev, most of the players on the Tal Shair's team ares strictly second stringers. And even he is barely on the first team

The status of the Romulan Republic as a refugee state removes a huge security concern from the Federation's borders and areas of interests. D'Tan would be wise to do nothing to hamper the survival of his fledgling republic. Witholding technology of interest or restricting access, with little to no chance of enforcing such restrictions to it, could mean shipments of food and medicine and other things from the Federation could be similarly delayed.
Turning to the the Klingons for assistance will probably offer a short term solution. But I imagine there are still reverberations within the Empire from the destruction of Praxis. J'mpok started the war with the Federation. Why? As a way to distract people from the problems the Empire faces domestically? This is a politician's tactic to remain in power from nearly the dawn of time. If J'mpok had seen an advantage to immediately allying the Empire with the Republic, he would have acted. Because he cannot, we get saber rattling instead from the Captain of the Empire's flagship.
In short, the Federation has, for the first time in a very long time, the upper hand over two long time adversaries. While it would be foolish in the extreme to antagonize either, it would be equally foolish to not do everything reasonable to make sure the member states of the Federation are not threatened by a return to the old ways. Make peace, yes. Help the Empire and the Republic, yes. But what is in the past should remain there. And the Treaty of Algeron is definitely in the past.

I'm honestly shocked at the lack of raging after what happened when the Defiant got Battlecloak a couple months ago.
That was giving the Feds a awesome set bonus while the other two factions were screwed over. (Especially KDF since they didn't do any set bonus with the Quad Disruptors)
This on the other hand is available to everyone...plus the Fed battlecloak probably softened the blow.
