I find OF *really* underwhelming for one of my characters who is on a BO3 build. Otoh I find it's not bad for another character who's a torpboat captain flying a Kor. YMMV.
Some of you really know how to dig into the numbers. So is a big FAW spam numbers literally the best dps in game? What about the breach citadel ship? I see it blow up beamboats pretty fast and I saw someone mention doing much better with a torpedo boat.
and if the PSW repel is REALLY that big of a concern for some people, isn't there a doff that removes it and makes the AoE larger in exchange?
As it currently stands on Holodeck, nope. There are only 2 Photonic Shockwave-oriented Duty Officer effects.
Gravimetric Scientist variant - Photonic Shockwave repels twice as far, but no longer disables enemies it affects.
- This is the one you were probably thinking of. And from the things I've heard coming up for disables in the revamp, this would suck to lose the disable effect.
Photonic Studies variant - Chance to trigger aftershock Photonic Shockwave.
There are several DOFFs to affect Exotic/Photonic ability cooldowns but the "Repel" effect of PSW is always going to be there.

BFAW pretty much dominates the game ATM on Holodeck. Not saying other build types cannot be effective.
As for The Breach's Citadel ship, the only time they shine at all in any part of the game is when they do their "reflect" of energy weapons damage back to the attacker. This isn't a Beamboat only thing. If you for example rely on Kinetic damage (Torp Boats, majority of Science Exotic builds), then you have nothing to worry about.
Overwhelming Force is the level 5 ship mastery for the T6 Mat'ha Raptor that one of my KDF captain flies. To be honest I do not bother slotting that trait because:
#1 - I use cannons on that ship. Therefore, beam overload is of no use to me.
#2 - The usefulness of HY torpedoes for the repel effect is highly situational. It could be useful in some single player missions to force enemy ships out of the way / break up a pack of ships that are attacking you all at once. But it would TRIBBLE off other players in missions like ISA.

Yup, I've had a dpser complaining on ISA for that very same reason, claiming it was ruining their pug dps run...
I kinda combo'd Overwhelming Force with the trait off the Xindi-Primate Cruiser that gives an extra Beam Overload 1 when you use Beam Overload. ^^
I did that - also with the trait that gives pets a BO every time I use it and [over] beams - that ship did 16k dps in a test run, less than if I had used BFAW. And I used 3 traits that improved BO and used pets that had beams, so they'd get the benefit as well.

KDF: 2 tacs, 2 engs, 3 scis
KDF Roms: 3 tacs, 1 eng, 1 scis

all on T5 rep (up to temporal)
all have mastered Intel tree (and some more specs Points)
highest DPS: 60.982

Sweet I've tried that before with little luck. Were you using a full carrier? or a flight deck cruiser/escort carrier? Did you stack shield drain? Which pets?

Perhaps it's not so good.

I knew using Kinetics would be playing the game on hard mode, but what I didn't realize was how bad the deck is stacked against Kinetics.
