Frequent Lag/Spiking Ping During Evening Hours (GMT+4)

Ever since the last patch I've been experiencing extreme lag and high ping results (up to 3200ms per "/netgraph 1"). The problem occurs primarily during late evening hours in my timezone (GMT+4). During the day I encounter almost no ping spikes and the game is playable. But around 7PM my time things begin to go south and the ping skyrockets.

I've done my best to monitor the route from my location (Mauritius) to the cryptic servers in Boston. Most of my traffic is flowing through the UK and its pipe to the U.S. (see tracert info below). If I run a continuous ping command against various parts of the route I find I lose almost no packets up to the U.K., but after that the drop rate is 1-2% - not huge and typically something the game client could absorb in stride. However, during those evening hours, even with a steady ping rate and few dropped packets (per command line ping), the ping rate *in-game* (per "/netgraph 1") begins to spike.

Note: The spikes are worse when there's lots of on-screen action. For example, I do a lot of PvP, and when I'm fighting multiple players in Ker'rat, etc., the game slows to a crawl and "netgraph" shows a steady ping of 2700ms or more.

So...basically, the game is unplayable for 10-12 hours a day. And, of course, those hours include my evening gaming time, which makes it doubly frustrating. Any suggestions or advice - or comments from others seeing any similar issues with traffic running through the UK - would be greatly appreciated.
