1. First I would change it to Alpha design instead of Omega which is also good, but not the best for me.
2. I would give her 4/3 slots instead of current 3/3.
3. I would make her a command ship instead of intelligence one and a more engineering or tactical oriented one with more eng/tac consoles in addition.
4. I would add another additional hangar slot.
5. I would give her more hull points (54 000 at lvl 50 and 60 000 at lvl 60).
6. I would remove ability to equip dual heavy cannons.
And I think that's pretty much it.

...but, the disparity of opinions leads me to conclude that this carrier should come in a set of 3 career-specific versions, similar to the Odyssey. I don't want to deprive anyone else of choices.
Jupiter is just fine for what it is. That LtCmdr Intel Hybrid Station is a big deal for boosting the ship's capability or landing an extra set of debuffs on the target(s) before laying in with its Cmdr SCI station. Like hitting the target with Ionic Turbulence for heavy debuffs on top of captain skill debuffs and attack buffs, hitting OSS2, then pile in with a Particle Generator Skill ability like Gravity Well 3. And that's just something I can immediately think of doing in 1 minute of looking at the stats.
Intel access >>>>>>>> than Command or Pilot.
The Jupiter is just fine. You need to be able to look at any ship and make it work, not wish it be something else entirely.
EDIT: People still assume the name "Dreadnought" or "Battleship" mean anything in this game? LOL! The Fed Eclipse and KDF Qib Intel Cruisers will have more survivability and firepower than other ships that contain the word "Dreadnought" and small player ships have more killing power than NPC "Battleships."
I would change the Lt. Cmdr seat to a full universal/intel hybrid and then make the current uni seat the engineering seat.
It would give it slightly more tac options and wouldn't loose out on engineering options too much. And the way things are these days most players who aren't running a cruiser won't use all of their eng slots much anyway, seeing as most of the abilities are no use these days.
Other than that i'd love it to have a secondary deflector or subsystem targeting, but it doesn't need both because it's not a full science ship.
I would add a giant space chainsaw to its saucer section. Because why not? Ramming speed needed a buff.
"He shall be my finest warrior, this generic man who was forced upon me.
Like a badass I shall make him look, and in the furnace of war I shall forge him.
he shall be of iron will and steely sinew.
In great armour I shall clad him and with the mightiest weapons he shall be armed.
He will be untouched by plague or disease; no sickness shall blight him.
He shall have such tactics, strategies and machines that no foe will best him in battle.
He is my answer to cryptic logic, he is the Defender of my Romulan Crew.
He is Tovan Khev... and he shall know no fear."
I'd make it 4/3, tac oriented (tac commander) with sci secondary focus (sci Lt. Com), command instead of intel, and Delta design. So basically a completely different ship from the one being made lol.
4/3 weapon layout AND commander tac.. 7 weapons without high tactical station is useless and high tac. station with just 6 weapons on a slow turning ship is useless too. Plus I would trade subsystem targeting for cruiser commands. Again great ship design ruined by bad stats. No one wanted another Atrox carrier...(stat-wise)
And 4/3 is just laziness and a bad route to go down. There should be plenty of ways to make ships playable versus just loading them up with weap slots.
I agree i do wish we had cruiser command on the carrier even if it was just one/two of them, such as attract-fire an shield enhancing aura as both of these would benefit the hanger-pets better than the sub-system, but yet at least the ability to choose the attack pattern that the hanger-pets would use in combat would have been a nice touch. Such as for pet's using dual cannons/beam banks i think using a more figure eight attack pattern would make the cannons more useful, while pets using beam arrays/single cannons i would think the current circular attack pattern is fine for that style of weapons. I could see it keeping the six weapon load-out yet if people want more forward weapon power, maybe going with more of a 4/2 layout for a more fore-weapon focused layout would be a viable option compared to adding a weapon slot all together.
I would give it a secondary deflector and sensor analysis
Lol at people who just want to turn it into battle cruiser/escort with horrible turn rate.
Besides my poll choice, i would either improve turn rate a bit or remove ability to equip dual cannons. And well, trait doesn't look good, but that's probably just me nitpicking.
Honestly it would be nice to see the Ferasan get a ship though not sure it should be a carrier, maybe something more stealthy or even science themed (they are latent psionic users.), yet it would also be nice to see the romulans get a race related to the Fersan/Caitian maybe something more like panther-like variant in looks. Though even a canine version might be nice with a ship that works in somewhat of a pack hunter manner, but that more suits the klingons over the romulan compared to the stealthy panther.

Rommies could get playable Suliban
That could work as they were part of the cold war which seems to be part of the current arc, and did gain alot of high end tech from the future (31st century). They also do have alot of stealth craft like their cruiser and such, which in the eras that have past maybe they have continued to develop an improve on these things. Maybe being undercover agents for groups in the future, but in the end choose to change their allegiance.
It is garbage the way it is. It is a fleet atrox rehash. This ship needs a LT COM universal BOFF seat. Not a LT. People need the option to seat a LT COM tactical to actually make this ship effective in combat. This thing will get obliterated. We did NOT need another sci carrier..the one starfleet has is almost identical as it is...sorry, not getting my money on this one. Now, the Experimental science vessel..that was a sci ship! Great tactical abilities mixed with science, outstanding maneuverability and it works great!
This ..whatever it is, Jupiter? It will not sell like they think it will. Which is unfortunate.
For me, the restriction of Secondary Deflectors to pure Science Vessels just leaves Science Carriers as a subpar Science option. Since they haven't really given any hints of changing that restriction, I guess I'd have to go with shifting it to a Dreadnought Carrier type (Tac focus, Cmdr Tac seat, 4/3 payload) in order to have full access to the Cmdr seat's capabilities. Having already earned the Sarr Theln last Winter, most of the capabilities of the Jupiter are already present in my current ship lineup (and even better, those capabilities are available account-wide rather than only for a single faction); access to something different would be nice. I suppose a faction-specific Science Dreadnought would have been a neat option as well, but this was a promotion to design a Carrier.
Aesthetically, I'd prefer comparably sized nacelles rather than the smaller set of lower nagelles. Then again, I rather liked Delta and Epsilon/Sigma from the actual voting (along with #6 from their concept sketches) more than the Jupiter inspired -> Jupiter replacement design anyway.
Still, it's a decent enough Science Carrier, it has Frigate pets with Scratch the Paint, and it's full T6. It's a decent ship as-is, it just isn't something I need, especially since I tend to favor playing on the KDF/Rom side of things. Trendy has already mentioned working on getting something over on that end, though, so I'll wait and see.
With each passing day I wonder if I stepped into an alternate reality. The Cubs win the world series. Donald Trump is President. Britain leaves the EU. STO gets a dedicated PvP season. Engineers are "out of control" in STO.
One of the first pictures I saw of it had the weapons emanating from the side of the ships hull, so I was like OOOW THEY FINALLY MADE THE EVER TALKED ABOUT BROADSIDER!!! Alas,, that was wishful thinking. While 5/5 wasn't on the poll I would LOVE to see this thing armed to the teeth and have a turn rate of 20! I would also like to see it come with a super duper shield array that has 30k capacity,, 9000 p/s regen and 90% built in resists to EVERYTHING!!!!
On a more serious note,, I like the design,, I like the boff layout, and console layout is OK. The 3/3 weapons is just UHGGGG though. As a 5+ year vet who just recently started not sucking at sci builds I can understand the idea of 3/3 for Sci ships, but as a 5+ year vet who mainly flies cruisers, dreadnaughts, and yes even escorts with a Main engy character,, I like to see things go BOOM ( Thing being enemy ships,, not ME) as quickly as possible!!!!!
Will I Buy this newfangled " Player designed" monstrosity? Well I have been told by several people on many occasions I have more money than brains,, so,, it is highly likely I will....
