Is the mail system messed up for item transfers?

I'm trying to mail a friend some items I crafted for him, however I'm unable to send him these Bind On Equip items that have never been equipped on any character yet. I've never had this issue in the past as I've used the method to quickly transfer items to other players an even other toons on my account.

he could have to many items on is mail system allready. i believe the limit was 100 per acc
