Ferengi are Fedlings now.... They may not be a full member but they signed an alliance treaty that lets people be dual citizens in the Ferengi alliance and the Federation.

I hope this was just a case of me being psychic. If somebody read my mind, I feel sorry for what you saw in there. LoL
It makes sense to give us playable Ferengi for both the Romulan and KDF factions. It's logical to go where one can make the most profit, from a lore perspective.
I don't have any Ferengi characters, or even boffs, and my character slots are all filled. But I would buy a character slot and make a KDF, or RRW-allied with KDF, Ferengi. Because......contraband! And.....other reasons!
Ferengi are opportunists. There are opportunities being missed if you don't allow them to be cross faction. A wise man can hear profit in the wind. (*cough* C-store playable cross faction Ferengi *cough*) If Klingons can be Feds, and Rommies can be either KDF or Fed, why don't Ferengi get to live up to their full potential and seek profit in all possible markets?
Frankly, I'd be surprised if there wasn't a Ferengi who was handling banking, and investments for the Tholians!
Ferengi need their own faction, where everything has to be paid for with real world money to aid the dev's profit making. The Ferengi would certainly agree, although the players wouldn't be too happy with it (mind you allocation of funds in a rather obvious way may increase the amount of content they get thanks to whales throwing everything they have at them).
I think you are leaving out the lore-ish point that joining either KDF or RRW isn't the Ferengi's decision to make.

The Ferengi are not part of the Federation. They just go there because there are so many suckers...ahem, I mean, "Valued Customers" there, and commodity prices are a little better than the kdf's. True, the KDF can get commodities from raids, but as anyone with lobes for business will tell you, a dependable business requires a dependable supply chain in addition to dependable employees.
The kdf already have Ferengi doffs available via certain espionage assignments, and can get Ferengi boffs by completing the diplomacy ladder. Why not Ferengi captains? (precedence: "The House of Quark" ds9 episode.)
IMO the rom shouldn't have access to Ferengi--it doesn't really fit, but they SHOULD have Suliban as a playable race, with similar traits.
(related note--the kdf can have trill doffs and captains, but not boffs? what's up with that?)

I would like the see the Ferengi as a new faction, but first they've got to get the rom up to full faction status and introduce the cardi as a half faction. Then they need to upgrade the cardi to a full faction and introduce multiple other (I've suggested up to 11 previously) half factions--including ferengi.
The treatment of the Ferengi that we saw from the Klingons in the "House of Quark" episode and its sequel doesn't give me much hope of the Ferengi being treated with any sort of respect in the KDF.
The Romulans seem a little less hasty and may well be likely to approve of underhanded Ferengi tactics like financial manipulation and fraud, when turned against their enemies. I could see them being able to function in the RRF.

Also, Quark brought honor to Ferengi with his evident courage, and willingness to face death. I think Gowron could see there was no material profit in it for Quark at that point, so why face death? Honor! Maybe imperfect, but honor nonetheless.
