I used to play all 3. At this point, though, my Fed character and my Reman just doff. And that's it. Seeing all the "Feds get everything" nonsense just makes me not want to touch my Fed- it leaves a bad taste in my mouth. And the DR "best expansion ever" has made it too expensive to bother with my Reman. So, I stay with mostly 2 KDF characters, and another 2 KDF alts that I mess around with, every now and then.
Romulans, they have an interesting lore to them. I have always preffered their ship designs over fed. I like that there more of an under dog. I've found the playstyle of Romulans to be the best suited. Even was a sucker and went all in with legacy of Rom. and support the faction by having all the romulan c store ships. post Profits Rising cut down to just a pair of Rom's as it's just not fun grinding more then two characters.
What is "Optional Buy" and how will a poll help explain encouraging it?
I think it was a typo and the OP meant "optional but."

Better generic enemy than some random farmer who ends up top of the military chain of command.
I didn't find them generic either. There was always something interesting going on with the romulans. Plus there was that romulan played by G'kar. He was pretty awesome.

technically I have characters of all factions but my 2 fed chars see so little play time compared to my roms or even my Gorn/Ferasan they probably need dusting and mothballs

Four main actives (3 x KDF, 1 x Fed - who is a Klingon) and two "reserves" (1 each Fed and KDF, the latter being my Delta Recruit). I've always been a Klingon fan and up until "Midnight" the game seemed to have forgotten what Starfleet was about.
I suppose the problem with the Romulans is they mostly had the treacherous, scheming, "knife behind every smile" as the Fed ambassador said at Agrama types get more showtime than the few episodes on ST:TNG, 2-part Unification and Face of the Enemy had featured other types of Romulans. If the former was who they were and nothing to it but that, they would have easily taken Vulcan and removed the ways of Surak from the planet, instead of leaving it entirely. As for real Romulans not being farmers, what did they do for food before replicators? To me, it's not entirely that simple to paint cultures with the broadest brush that I can get at Home Depot. If everyone were military, senators, or Tal Shiar, how does the Empire survive regarding needs otherwise?

Mostly fed. But I have just started playing kdfs again, starting from the beginning again. My other kdf goes way back to when you had to level up a fed 1st and has mostly been lvled up by doffing and is severely under equipped.
I'd like to play my original kdf alien, cause I like the look I got for him. But every time I try to play him I feel overwhelmed with everything I'd have to do to bring him up to snuff.
Well excuse me for having enormous flaws that I don't work on.
3 of each. I want to see all of the content, fly the different ships, use different captain powers, and (though I don't really RP) play captains who behave differently. My Feds are mostly goody-two-shoes, my KDF much less so.
Technically I have tac/eng/sci for each faction, but I stopped playing Fed. No way I'm going to re-buy the Kumaris for my Andorian. (if there are ever T6 versions of it, or the Galor of my fed eng for that matter)

Remember the "good" old days when you had to unlock the klingon faction by leveling a fed? My Gorn was born battle ready, though he kinda fell behind my rom when LoR came.
I play all the factions. Don't want to miss any story elements. And I like playing around with ships.
Story Elements ? They are all the same now ?! It would be nice to experience the story from differing points of view, but all the new content is clearly written from Fed perspective only.
