"Too many attempts; please try again later"

I have been getting this intermittently ever since I started back playing STO a few days ago and it makes no sense. I'm not repeatedly logging on with an incorrect password, I've changed my password in fact, and yet I keep getting locked out of the game for no reason. I can't see the chances of my humble little level 52 account being the victim of a brute-force hack attempt as being very high, so what the heck is going on?
