Issues with Cogent Server

I am having gameplay load and stalling issues, and generally sluggish response. After doing a path ping and tracert I am finding high packet loss at one of Cogent's servers (154.54.6.86). I am playing the game from the midwest if that helps. Does anyone have a workaround? Tried using a proxy in the launcher but it completely stalls out and won't let me hit "engage."
