I agree with this. ANY cruiser really doesn't fit the idea of a Pilot ship as Cruisers are naturally slower. Pilot Spec is geared a bit more towards Escort style ships. Command fits better with Cruisers.
But thats not the main problem, we have the Command Cruisers and the the Exploration T6, the Advanced Heavy Cruiser T6 is just a worst Galaxy T6 outside turn rate, its a ship that have no place as its obsoleted by all other Command ships.
Between any Fed Cruiser capable of Command Spec, I'd say that the T6 Excelsior, in terms of "Energy Weapons Oriented Pew-Pew," are superior to the Command FDCs.

The LtCmdr ENG/Command Station lets you slot the only rank of Command abilities that are worth anything. Almost everything above and below those ranks are worthless.
The Fleet Qa'tel FDR is the toughest Raptor in the Klingon Fleet, it has the highest hull, the highest shields, it can use two Lt. Com enigeering Boffs with a nice mix healing abilities, pulls a lt. sci boff who can use polarize hull and sci team for more healing. If that's not enough you can equipt it with the Repair Platform Console and use Armoured Shield Shuttles in your hangar bay for extra healing.
This makes the Qa'tel potentially the tankiest Raptor in the KDF, by a fair margin, and still has lots of fire power.
Or you can go a different way as the Qa'tel has a huge amount of flexiblity.
You can build a DHC ship, a Torpedo boat, a FAW beam boat ect... with this ship, a boarder line science ship by placing a sci in the Lt. Com Uni seat.
I can trap enemies with Elite Orion Inceptors, rob and blow them up with Elite Orion Slavers, Board and Sabotage them with Armoured Maurading Force Shuttles, drain they're shields with Orion Tachyon Drones, Shield Heal/Tank Shield Rapair Shuttles, Burn them With Elite Scorpians, and I have the flexible Boffs setup to back them up, plus a cloak.
Seriously I can have 8 tac/2 sci/3 enigeering abilities, 8 tac/2 Sci/3 Pilot abilties or a mix pilot/enigeering abilities, 5 Tac/6 Eng/2 Sci, 5 Tac/3 Pilot/3 Eng/2 Sci, 5 Tac/3 Eng/5 Sci, 5 Tac/3 Pilot/5 Sci. I don't think I missed anything.

This is a rare case of the KDF actually getting the better ship between the factions in a similar release.

I have to agree, the escort raptor is amazing: the stats, the boff layout, everything. It's probably my new favorite KDF ship (before was the guramba). They even changed the weird turn axis that all other raptors have and put it in a spot that makes targeting with cannons easier.
For pilot abilities I settled on Deploy Counter Measures I, Hold it together I, Reinforcement Squad II.
Reinforcement Squad is really cool, its like its own limited time hangar bay. It launches 4 reinforcement fighters, with dual cannons, 360 beam, CRF, Evasive Manuevers. RS II makes the fighters advanced adding CRF II, Shield Scrapping and RS III which the Qa'tel can't get has Elite Reinforcement fights with CRF III, Shield Scrapping II,and Scratch the Paint I. They fighters stay out for 45 seconds, 2 minute CD, 1 Minute Global CD.
I'm not sure if the Coordinated Assualt trait will work with these.

Honest I got the ship for the Ship Mastery Trait, I don't use Raptors at all and I've never bought one.
I was surpised how much fun this ship is, I fly it like my Corsair Flight Deck Cruiser, including most of the same equiptment and weapons, except I exchanged the cruiser commands for a cloak.
I don't fly the ship like a Raptor, I don't have a single DHC on it, she's armed with the Proton Experimental Weapon, a bunch of Photon Projectiles, two Disuptor turret, including the heavy biomolecular one, and 1 Fleet Disuptor Single Cannon, Elite Orion Slavers and I fly it like a FDC and it does great.
I even park and shoot, she tough enough to withstand it.
its not a sci ship , and not a good trait , so there is no reason for me to buy it right now . But i like it , a resilient escort with a nice boff layout , balanced consoles , and a pilot spec to improve her low turn (for an escort). I don't even count the hangar. If i didn't bought so many ships lately , i'd probably buy her with no regret.

You're not familiar with the KDF and what's been wanted
The Raptor in this pack is actually the best of the 3, even with no set possible. I've ragged on Cryptic about the set issue but the stats and layout of this ship are good. It has the BOFF layout to let you do many things without leaving a gaping hole in anything, unlike the Ar'kif. It is also an Escort Carrier. To put more emphasis, it is the KDF's first Escort Carrier in the entire game at any tier, and this has been asked for for years. Not as much as new Guramba, the revamped Negh'Var, anything BOP related, etc. But it has been asked for and now the Escort Carrier is in the KDF lineup, and most especially at T6.
The Qatel also can access the old Birok & Qin Raptor models. So this new ship is the evolution of the Qin Raptor line, which is good. Because it differentiates itself from the 5/2 + 5 TAC Matha Raptor, Pilot Ships, Vet DD.

Yes, there is a fleet verison, but weirdly it doesn't share the class name, example the fleet verison of the Qa'tel, is called a Fleet Qin Flight Deck Raptor. The Fleet Alita, is called the Fleet Akira Heavy Escort Carrier. Weird.
The Trait works great, except it doesn't work on Orion Slavers.
Here's how it normally works, I'll use Elite Scorpions as an example.
I set focus on one of my scorpions, make sure she's close enough, and then I activate cannon rapid fire and it activates for on my Elite Scorpions, as shown by a tiny icon on the focus thingy, rapid cannon fire I. You don't even have to have a target, the ability activates on the fighter, just like it does on my ship when I hit CRF.
Even Beam Overload activates on the Elite Scorpions as evident by the Beam Overload I icon on it, even though it can't use it, because no beams. Like when you activate BO without beams, it just hangs around till the time runs out, because it needs a beam to go off.
Well when I do this on Elite Slavers it does work, no icons, no beam overload I icon, no Cannon Rapid Fire Icon, no nothing.
It works on Elite Orion Tachyon Drones, Armoured Orion Maurading Force Shuttles, Elite Orion Inceptors, and Elite Romulan Scorpion Fighters (which btw look awesoming unleashing CRF I from its Plasma Dual Cannons and Plasma Pulse Cannon).
I'm wondering if anyone else would be willing to test the trait with Orion Slaver Fighters?
BTW if anyone is curious about the console Destabilized Taychon Emitters, it does all shields 4,000 shield points damage, and then does 265 DoT, and reduces shield hardness by 10%.
Its passives are 20 flow capicitors (energy drain, shield drain), and 10% to all energy weapon damage (so it buffs both my disuptors and my Expiremental Proton Weapon).
This is great against shields, especially in a close group of enemies.
Its also good for a shield drain build. So good my Elite Orion Tachyon Drones don't feel bad when used to conjuncture.

I know you're hardcore KDF for the simple fact that you own those hangar units. Hell, even I don't own them
My KDF ENG that was my "Carrier Expert" got the trait for the Qatel Raptor. I had a pair of very old Advanced Jem'Hadar Fighters, from before Elite Hangar Units even existed. When using the HEC trait and popping a CRF and BO ability, you'll see the trait icons twice on the hangar units.
A unit like the Jem'Hadar Fighters benefit a lot from the maximum use of this trait. Because such a unit has both cannons and beam weaponry. It also has no energy weapon buffs (CRF/CSV/BFAW/BO) built in. Very fun when I dug out the old JHDC and used 2 hangars worth of JH fighters buffed with CRF and BO.
More Hardcore Orion Syndicate, I own all the Orion Ships.
The Qa'tel is my first none Orion ship that I payed zen for. Even then it has flight deck in the name so I concider it an honoury Orion Ship. Just wish I could add O.S.S. to the Qa'tel
instead of I.K.S.
Next step is getting a Fleet Modual so I can get the Fleet Qin Flight Deck Raptor, since I already unlocked the trait.
But with Taychon Beam III, high flow capcitor skill, the Destabilized Tachyon Emitters Console and Elite Orion Tacyon Drones (which also has a tetyron turret so they can take advantage of crf I) shields seem to melt like butter.

That's a bit iffy because it heavily depends on Flow Caps. I currently have no Flow Caps build ATM to give comparisons to. CPB from long ago was considered a very poor ability to attack shields because of the enemy shieldpoints. Like how Tachyon Beam used to be before it's buff, was considered too weak in attacking shields.

Yeah, Tachyon Beam is indeed based on Flow Caps. All drains, whether they attack shields or subsystem power, are based on Flow Caps. They tend to require very high Flow Caps to even make it somewhat worth it, like how Particle Generator builds require extremely high amounts of that skill to make them shine. I know there are some Drain Build specialists out there and hopefully they'll chime in on the value of CPB. I think it's still bad but that knowledge is pretty old.

Just so I have it clear on shield draining works, when something says -200 shields per second, while its not damage strickly speaking, so it can't damage hull, removes 200 shield points per facing right?

Other ships are DPS monsters. This serves my purposes.
You can build something super tanky instead.
A Shield Stripping Build.
A Good Healer.
An Area of Attack Specialist.
And so on, its crazy flexible in Boff set up, plus a hangar where you can put all kinds of different things to change your build.
Btw Reiforcement Squad at least for the KDF, uses disuptors.
