not every fleet that levels is a 'large fleet'. in fact, some are exceedingly small. i can think of two that are solo fleets, in fact.
in case it isnt already evident, it takes a bit of effort to level a fleet, and if you arent willing to put in that effort... not every fleet deserves to hit t5.

My first instinct was to accuse you of being dishonest, but I can't discount the possibility that someone with tons of time on their hands might be able to solo a fleet to T5. Some people climb mountains, other people take on rediculously difficult tasks in video games. I find your tone frustratingly dismissive, and I lost my cool earlier but let me put it this way:

What exactly is the trait that makes someone in a large fleet worthy of doing minimal work to reap the benefits of a T5 fleet, whereas a small or even solo fleet has to struggle to generate and utilize the same number of resources? why does a person in a large fleet "deserve" to spend 1/5th of the resources on a project than a person in a smaller fleet? Both players have to spend time earning resources. Both players get similar benefits. Why should I have to work 5-10 times as hard to see my fleet develop as somebody else?

Is it because I'm slightly less inclined to interacting with strangers than the person in the large fleet? Because I'm less comfortable with people that I don't already know? Does my time spent playing have to count less than a large fleet member's because of that? Is that what we "deserve"?
what youre talking about isnt reality though. generally, fleets become t5 because its leaders have allocated huge amounts of time, resources, and effort in getting it done. its not a case of simply recruiting a heap of people and then sitting back to watch them build the projects. its about doing things like being smart about the projects queued, filling the dil more often than not, and pretty much resigning yourself to filling the doffs everyday. essentially, filling all the buckets that your members dont fill themselves.

i had a special toon that i used to donate all the dil and doffs to the projects. every day i would open 500 white doffs on her, then donate them from gateway on my mobile during my lunchbreak at work. that toon has 40 million fleet credit on the leaderboard plus 15 million on my main... 55 million fleet credit on the leaderboard is a long way from 'minimal effort'.

So does the fleet have to have someone online to get invites? There seems to be a "fleet does not exist" error happening when it does exist just not online at the moment issue.

Our fleet received our invite whilst none of us were online, so you shouldn't need somebody online for it to work.

This has been doing well. The Romulan Fleet I'm in has gave me chances to help on the projects again. So I'm building up points for the Krenim outfit and BOFF. The KDF fleet I'm in also helping out. They was about dead, so this revived them. So far I'm pleased with this.

The Bonus Skill point reward seem to be broken in Holodeck. Spec bonus are not dropping for Delta recruits nor for the rest of world upon completion of mission objectives. It only seems to work on as per kill basis:
