Lag and splutter. Traccert data - opinion needed

The last few days (I'm the UK) I've been getting some pretty bag lag issues. A little splutter every 30 seconds or so and my cursor tends to drift and lag on occasion too. STF's are becoming unplayable as well. I ran Tracert which seems fine but my Nettest is another matter - when I run that, it always times out and wont even compete to give me some figures.

My Tracert is listed below. Obviously no Nettest data to show - what can this mean and can anyone explain what/where the problem may be?

New event, new lag,,,,,,,mine started beginning Feb, get the odd day when its ok but in UK.

Many people can't play the risa event because of the very low framerate!
The risa event level needs optimization, cryptic!
