Launcher freezing, process hanging

The last time I played the game was right before season 10. I tried to log on today, and I encountered a weird problem.
The launcher would attempt to patch, but it would freeze at random times during patching. Closing the launcher (exiting the program) did nothing - the process was still running in the background, and Task Manager could not kill it. If I tried opening the launcher and patching again, it would again freeze and Task Manager can't kill it - so there are two processes that can't be killed.
What is going on, and how can I fix it?
