Notice the dark blue MACO collars and the Military blue pinstripe. Sorry cosmic1 that is the description of MACO even down to the generic gray field uniforms. Who knew?
Sorry, but a blue color does not make someone a MACO. And as I said, everyone is wearing the same grey outfit. The color and striping just delineate divisions. There is nothing indicating they are anything other then standard ship's security of that era.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
Those are not MACOs in Star Trek V. Those are khaki field uniforms of regular Enterprise crewmembers. MACOs were only mentioned in ENT. In the STO Universe, MACOs were re-established prior to 2409.
Starfleet ground troops were only referred as ground troops and/or security. It would make sense to have some type of separate ground force similar to MACOs. Unless a brand new series in the Prime Timeline makes use of the MACO, there are no MACOs in Canon Starfleet.
Or maybe they thought that MACOs made a lot of sense and filled a gap in Starfleet. DS9 attempted to explain how Starfleet went about fighting ground fights during wars. But it only left us with more questions than answers. Like.
How does Starfleet provide ground troops to a war when they seem so pressed for bodies on the very ships that would have to carry these troops?
Where is Starfleet getting all of these ground troops and when there is no war...What is it that they do? Where are they assigned?
MACOs would definitely make more sense when trying to answer questions like this. Theyd be a separate force from Starfleet Personnel. With a primary purpose of ground combat. And when not taking part in a war they would act as Peace Keepers and be stationed at their very own bases and as security personnel at Starfleet starbases and top secret research facilities. Performing much of the same tasks and duties the Marines perform during war and peacetime.
I know everyone loves to subscribe to Roddenberrys vision for the future regarding Star Trek. But theres a lot of flaws in that future. And the man himself was known to change his mind on things multiple times. And he seemed to have a hard time deciding if there was a currency or not in Star Trek. So in this case. Im glad Cryptic made a call and decided MACOs had a place here.
Why is any of that a problem? Regular Starfleet personnel will fill these "gaps". Ground combat i performed by officers from all branches with qualifications as required for the mission and every single time there was combat at a larger scale in the shows and movies it was performed by regular security personnel, starting with TOS, over TMP, over TNG and DS9.
Also, MACOS did not exist in Star Trek's continuity at all until ENT season 3. Prior to that there were not existant and ENT portrayed them as being earth based, not UFP Starfleet.

The O.P. brings up an important yet annoying point...the ONLY reason McNeil ended up being Tom Paris instead of Nick Locarno was simply because of having to pay the writer of the TNG episode he came from. That's it.
Always bugged the heck outta me. I'm sure he would have taken a one-time payout.
Pisses me off too.

This struck me as odd from the beginning. Every character we had in the shows is around "for a long time" and they always assume that they basically stay on the path forever and naturally make it to the top tier of their trade. I udnerstand why, but it's a rather boring approach. I'm actually baffled they didn't make Worf a admiral in Starfleet, but I guess they chose the next best thing.
I'd welcome characters returning, helping us - but maybe being not what they have been all the time. Paris would have made a great "Quatermain in space", actually.
you mean every character we have met in game from the show? but then doesnt that stand to reason? what would be the point of introducing someone to the trek game that is no longer in starfleet or wasnt successfull in some manner over the time since we seen them in show? surely the idea is to introduce characters that can help to inspire or direct us moving forward.
*ok that said.. it sells to have known voices and names in game (id much prefer bug fixes but hey ho) im actually cool with paris being in game though, his journey was 1 of the largest in the series. he went from being a hopeless, self serving despot.. to a conciencous, hard working senior officer who rightly deserves to have continued in a succesfull career. but i can see your point, something different wouldnt hurt

Of course I know why they do that and honestly, yes I also think that these are very expensive additions to the game that don't really do much for me, but other people might love it. I personally (sadly) hardly pay attention to the FEs anymore since I really dislike the writing which even Patrick Stewart couldn't save - although I'd definitely dig him doing VOs but I don't think Cryptic can afford that
In regards to the characters, lik I said it is understandable. Yet, I liked how AGT showed the character's lives outside of Starfleet and I miss that, somehow. I could have imagined Paris in his own, captain proton-esque adventure ship doing awesome stuff to help you out instead of one more captain captaining around behind the scenes.
