But you missing the point, it should of just been changed against players which can be done, on several weapons this change exists, but now it changes it for everyone.
Umm...if they nerfed it because it was doing to much damage in PvE...how would nerfing it in PvP only fix their intent of it doing to much damage in PvE?

Just so I'm sure I understand, Surgical Strikes is going to have its power level reduced? The people who are familiar with it, and crunch numbers, believe it's still going to be a very strong choice? We won't know for sure until changes are tested?

I don't really remember a time where Escorts were glass cannons, but they still can't outtank Cruisers. But that is meaningless, because there is nothing and no one that needs that much tanking - other perhaps other players, and then it's not a problem of escorts out-tanking cruisers, but everyone out-damaging the best tanks.
Ultimately, I don't have a problem if every ship class is DPS. As long as they still play differently, that's okay by me. If they have some different speciality that sets them apart, that would be cool, too.

New shinies are always overpowered, and inevitably nerfed. That's even more true for a F2P cash shop game which sells power creep.
They've got metrics that if you'll buy one ship for power creep, then you're N% likely to buy another ship for more power creep, as soon as Z days later.
Blaming people who do PvP for this supposed 'nerf', when a Dev clearly and openly explained why it was done, is not correct.
Reasons? Okay.
1) People who PvP in STO are nearly extinct.
2) Since they are nearly extinct, they generally do not provide rebuttals to this sort of nonsense. It is really easy to blame people one never sees.
3) People who PvP generally don't put out 'Look at me!' videos where their cheese laden ships are running Elite level STFs in under a minute.
4) The traditional pattern in this game has been for something to released while badly over powered and then scaled back to something more appropriate. Why would pwe/cryptic break the pattern here?
I realize all this logic and reason may confuse the daylights out of some people. But it is okay. The reason they are confused is they cannot help themselves.

Funnier is that he felt 15% crit hit was middle of the road. That's seems way off. You can break 15% from just fleet consoles and romulan boffs, without even accounting for your base crit chance.

Yeah, your SS3 may not be as super awesome now, but the same will apply to any future npcs we might see. How many deaths by NPCs do you think it would have taken for the PvE crowd to start crying for this to be nerfed when they introduce the new enemies sans this adjustment?
It's kinda hard to feel awesome when NPCs are mopping the floor with you because something is broken. People are already crying that Tachyon beam is over powered and needs to be nerfed, when it's just fine. Keep in mind that whatever buffs or nerfs come your way, also stop at the NPC's house too.
