if SS3 ever stops being twice as good as CRF3, this would pretty easily be the best 4 fore weapon escort. LTC intel is still pretty great, OSS3 is a pretty great DPS booster. in any non ST pve the ability to use GW will be handy, CSV and torp spread with the AP torp should blow through mob groups well.
a universal LTC and LT hasn't been seen since the temporal ships, with that you tend to be able to do just about whatever you want with a ship. might be difficult to fit 5 different schools of station power on it.
so, not the extreme edge case the old bug was in its prime, but still like in the top 3 in every escort category.

So.. this is basically a Phantom/Faeht without cloak/intel powers, a command seat instead of a second intel, and a Bastion-like invulnerability console - I'm curious how long it actually lasts and if it provides debuff immunity like the RIM.
Or is the console more along the lines of the Metaphasic Shields?

I've always wanted a JHAS but any on the exchange are way way to over priced for me and I hate the fact that both new and old JHAS are locked behind a gamble pay wall.

Why should anyone care? It will just be followed with the T7 JHSS, and then the T8 JHSS. More expansions will serve to simply invalidate old content so the same thing can continue to be sold or offered as gambling prizes again and again.

The "advertising" you cite advised that the JHAS - the attack ship would have T6 capabilities.
Not the "we'll release some year down the line actual T6 JH_S".
Therefore, "false advertising", if that is truly appropriate in this case, occurred when the JHAS did not live up to the "T6 capabilities" advertising within hours of the T6 launch and/or Delta Rising...
Otherwise, Since Cryptic advertised, advised, and claims to believe that T5U = T6, and functions that exist on T6 ships (as well as T5U but not plain T5) like hull scaling, at least one earnable starship trait (even if it's the passive(s) locked to the JHAS), etc. etc., are "capabilities generated for T6 that have been applied to the T5U JHAS, therefore said ship is / has "T6 capabilities" - any lawsuit that can be claimed for the JHAS "false advertising" (statute of limitations expired yet?) looks like it'll be laughed out in pre-trial...

Well, they shouldn't have made such a bold promise before they knew what they were doing, then. But they did, they gladly accepted the money offered partly on the basis of that promise, and they should abide by it.
I wonder how good surgical strikes combined with overwhelm emitters gets? Glad the ship only has access to the I version of both. Any higher and it would have gotten ugly.

As far as Tier 6 ships go, I like the 5-forward weapon slots of the Klingon T6 raptor.
