Connection issues caused by DISA?

I traced the connection to cryptics patchserver (208.95.185.25).
Hops from my provider to cogents servers located in france, amsterdam, london to boston, and next the IP 30.11.40.114 shows up.
This IP ist registered to DISA. DISA is the "Defense Information System Agency" associated to the NSA.
And here ends everything useful.
My guess is,, they are scanning incoming traffic to the usa from europe, and they´re capacitys are at an end.
If someone from cryptics netzworks-team could verify this?
That would mean, not cryptic is the problem with lags and packet loss, but its the connection.
Therefor cryptic could complain, but i don´t think this would help.
