why d/c at map changes?

Since Tuesday, I've been having serious issues with disconnections at map changes, varying from 9/10 attempts failing to about 1/3. Is there any network (rather than game) reason why the problems always seem to be at a map change?
I spent 2.5hours going through this with my ISP, where they (said they) checked the hops and found nothing wrong on their routers, and advised me to contact the game devs.
Here are tonight's results, I can't even log in (character appears, can't move, no other players or NPCs moving, then SNR):
