g.o. I seem to be having a similar issue with my ISP but it's limited to two places in my pathping :mad:
I tried flushdns on two of my avatars but the SnR issues continued.
EDIT: I spoke to tech support from my ISP after I posted this. The guy said the two instances with 100 percent packet loss -- number 5 and 9 -- were "normal" and nothing more than a hiccup. He suggested that I login again into the game, or check the signal strength of my net connection's router after a d/c, or check with Cryptic/PWE tech support. My impression of our conversation is that what happens down the line is out of his control.

Proxy settings-- nope I have not. I tried it for both the patching and gameplay servers, and the performance is barely improved. I got in two more races under my belt -- but, only after many more SnR and failures.

Actually, 59% is really really bad... Bad enough to make any indications of packet loss further down the connection route unreliable...
Well, those 40-60% loss are obviously quite normal for my connection, apparently causing little lags and other hiccups from time to time. In these cases, I don't have any other packet losses down the line.
But if I have this 100% loss in there, I can't even log in. Anything else in the internet works fine.
Besides, after tracking the adresses, I found out that this point where I lose 100% is when cogentco hands the data over to Perfect World Inc.
I (and several of my fleet members) have started receiving intermittent instances of lag including
SNR's and DC's. I, personally, haven't had a single DC or SNR before this week. Most of the time it plays fine and then randomly whammo... SNR for 5-20 seconds and chance to DC. I've released my IP and refreshed it and tried using a proxy to no avail.

The game is just flat out not playable due server not responding. Time limits cannot be met in PVE events due extreme death rate to players caused my lag. PVE quit penalty removes reasons to play the game for a few hours or even the day. Here is a list of people who suffered during the time and date listed in my post title.
FYI this is still an issue...
Running steam at the same time as i play the game causes the server not responding messages to delay long enough to play the game a little, however the longer i'm online playing the faster the rubberbanding, and disconnects occur.

My last pathping measure had the same thing occur like the marked above, just a few hops later. The signal doesn't even reach Cryptic's servers.
Apparently, there's something messing with the internet.
So it's not cryptic's fault.
At other times today, I had a smooth game experience, no lags, even no microlags in ESD.
Now, I can't even log in.
These problems seem to come at certain times throughout the day.
It often starts at about 19:00 local time (GMT-1) and lasts usually till midnight - on and off, sometimes I'm able to play a little, before it gets worse again.
I sure hope it's not these jerks that TRIBBLE Sony/Microsoft...

You know, to me, this seems to be more a problem of Perfect World, as their router is the next on the list - at least in my case.
You should check that out, if you're still bored.
Edit: After rereding your post, I think the problem could be cogentco's, because it's their router that crashes every once in a while...

Yes cryptic, please solve those connection problems of a lot of players.
Wonder if they read what a bunch of players complain about - or are they still on holiday?
I contacted my ISP about my issues with bandwidth fluctuation, packet loss and high pings.
Talked to a technician and he told me that the bandwith fluctuation would be normal with my tariff, the ping would be an issue created by my computer and the packet loss location would be impossible to measure, as even their thousands of euros worth gauges couldn't do that.
But I had the impression it would have been the first time ever he heard about pathping.
This packet loss issue is a consistant one, no matter what time of day, I'll always get a loss, somewhere between 30% and 80%.

Really, solve the issues with cogentco. These problems exist for almost THREE months now! That's just unacceptable. Currently it doesn't make much sense to log in at all.
heads up, if you experiance massive laggs and disconnects...switch to proxy server "none". Despite living inside the EU, the EU server is for me not an option, only massive laggs and disconnects.
I am having the exact same issue. Started after the patch that came out on the 22th. Before that I had rarely ever had any lag or server disconnects. It was really bad right after that patch where I couldn't play for more then a few minutes before a DC and the time I was connected, I had major lag with the Server Not Responding message appearing every 20 seconds or so.
I have this issue with 2 different Cable providers in 2 different cities, Eastlink Cable and Acanac (Rogers Reseller), it got a littler better a few days after the patch, stop getting the DC, but the game was still unplayable with the Server Not Responding message still appearing every 20 to 30 seconds.
Yesterday I deleted and STO and re installed it but still had the same issue. Also this have this issue with the patch that came out today.

I agree, have the same problem here in the Czech republic. Before last patch, it was relatively OK, but today there is a lot of SnR and when I finally login to the game I have a massive rubberbanding.
Well for me its been the same for over a week, I haven't been able to play since the 2nd last patch. It was worst yesterday. I did the tracert and pathping and here are the results. The first Tracert was with using the DNS provided by Unblock US (This was setup on my router), maybe it was causing the problem. But I did another one with the auto DNS from my ISP and same results.

When you're dropping data packets as soon as they leave your computer, this indicates that something is wrong with your Router, or the cables connecting your Computer to the Router. A 4% packet drop is bad enough to make all the other packet drop measurements unreliable and should be addressed as soon as possible
If a reset of the Router does not improve the condition, then you should contact your ISP Tech Support and have them send someone out to take a look at the unit...

I can't seem to use the tailor at ESD for more than a few minutes before the game shuts down and I get a Windows message telling me the game client has stopped responding. This is even after switching to an instance on ESD to an instance that was marked as having only 1 other player before I even attempt to use the tailor. I hoped a nearly empty instance would help but it doesn't.
And when I launch the game client afterwards it says there was an error and it needs to force verify the files.
I must be getting 2 seconds of connectivity between 30 seconds of SNR. This is the worst I've ever seen. It's totally unplayable. They've got to do SOMETHING to fix this mess!! It's the Anniversary Event for God's sake!! I love the new content, I'm in love with the new ship design, but I can't avail myself of ANY OF IT! A nod, a Facebook post, a tweet - anything to let me know that something will be done - to fix or to compensate. I normally sneer at people who ask for that, but this is BAD. If this continues, it simply WILL NOT be possible for me to complete the anniversary unlock - let alone getting anything meaningful out of the upcoming dilithium event. This might be tolerable if I had cable, but as it is, this game is my ONLY escape valve - and it's practically shut now. We've been warning, begging - stop adding content until you stabilize the system - now, we're at a critical impasse. This is a real crisis, and it's hitting everyone. They can't just sloph this off and move forward as usual. The game could be showing its first signs of an impending collapse. They have to fix the foundation NOW or their precious cash cow will be lying in the field somewhere drawing flies.
Sure, there have been a few notices, estimates of two or three days, but that's not good enough. They have to let us know they will do something to make sure this kind of thing doesn't happen again. And then they have to DO IT.
BTW: in response to monkeybone13; if you get SNR while in the tailor window, the game crashes. I've noticed that for ages. Not a new problem. It's just that now, the SNRs are almost continuous. I'd steer clear of the tailor until this ... cruel joke blows over.

When it finally gives me the boot and, DC's me, the package delivery shows well over 1mill (with over 7mill unread) each and, every time this occurs.
Yet, it only takes me roughly 5secs. to enter my password and relog, and whammo I am back in the game in less than 30secs.

Running steam at the same time as i play the game causes the server not responding messages to delay long enough to play the game a little, however the longer i'm online playing the faster the rubberbanding, and disconnects occur.
Apparently, there's something messing with the internet.
So it's not cryptic's fault.
At other times today, I had a smooth game experience, no lags, even no microlags in ESD.
Now, I can't even log in.
These problems seem to come at certain times throughout the day.
It often starts at about 19:00 local time (GMT-1) and lasts usually till midnight - on and off, sometimes I'm able to play a little, before it gets worse again.
I sure hope it's not these jerks that TRIBBLE Sony/Microsoft...

VDSL 54MBit without line-errors or anything like that...
Downloading from Steam or Nvidia with 7MBit+ and running two Vid-Streams simultaneous without lagging ...
Cant even connect to the loginserver or receive my character data...

Shortly after typing, the launcher wont even find the accountserver. Ping on the cogentco router shows that the router seems to be down...

Cause i am bored right now i have made a test:
VPN over USA WITHOUT this §$%&/ router on 66.28.4.42
and
it works! Even with a 300+ms it is working....
So, if STO is laggy and you have a lot of SnR have a look for the router above. If this router is on your path lay back and keep calm
You should check that out, if you're still bored.
Edit: After rereding your post, I think the problem could be cogentco's, because it's their router that crashes every once in a while...

Wonder if they read what a bunch of players complain about - or are they still on holiday?
I contacted my ISP about my issues with bandwidth fluctuation, packet loss and high pings.
Talked to a technician and he told me that the bandwith fluctuation would be normal with my tariff, the ping would be an issue created by my computer and the packet loss location would be impossible to measure, as even their thousands of euros worth gauges couldn't do that.
But I had the impression it would have been the first time ever he heard about pathping.
This packet loss issue is a consistant one, no matter what time of day, I'll always get a loss, somewhere between 30% and 80%.

Really, solve the issues with cogentco. These problems exist for almost THREE months now! That's just unacceptable. Currently it doesn't make much sense to log in at all.
I have this issue with 2 different Cable providers in 2 different cities, Eastlink Cable and Acanac (Rogers Reseller), it got a littler better a few days after the patch, stop getting the DC, but the game was still unplayable with the Server Not Responding message still appearing every 20 to 30 seconds.
Yesterday I deleted and STO and re installed it but still had the same issue. Also this have this issue with the patch that came out today.
I agree, have the same problem here in the Czech republic. Before last patch, it was relatively OK, but today there is a lot of SnR and when I finally login to the game I have a massive rubberbanding.
When you're dropping data packets as soon as they leave your computer, this indicates that something is wrong with your Router, or the cables connecting your Computer to the Router. A 4% packet drop is bad enough to make all the other packet drop measurements unreliable and should be addressed as soon as possible
If a reset of the Router does not improve the condition, then you should contact your ISP Tech Support and have them send someone out to take a look at the unit...
And when I launch the game client afterwards it says there was an error and it needs to force verify the files.
Sure, there have been a few notices, estimates of two or three days, but that's not good enough. They have to let us know they will do something to make sure this kind of thing doesn't happen again. And then they have to DO IT.
BTW: in response to monkeybone13; if you get SNR while in the tailor window, the game crashes. I've noticed that for ages. Not a new problem. It's just that now, the SNRs are almost continuous. I'd steer clear of the tailor until this ... cruel joke blows over.
