I may spend down some of my stockpiled Christmas supplies on the new jackets but I'm just not feeling like Q's Winter Wonderland this year. I'm not planning on doing the races or going for any of the prizes at least and I may not set foot in there when I login.
I used to enjoy it but I feel a bit soured on it and like it would be a waste of playtime.

Given that a fresh 60 has effectively level 110 captains running around to deal with, they've gone all in to the power creep game and the only way to keep that going is adding new levels and new tiers of gear. For example see every other MMO out there.

T3s have consoles that can be used in other ships. T5s, nope. Their console was being top of the line ships.
Those Risian ships had consoles that could be put into any other ship. You want to be able to generate a subspace wake in your T6 cruiser? No problem - just unship it from your Risian corvette!

Not any other ship, another Risian ship. Or do you count the Science Vesta as a completely distinct class of ship from the Tactical Vesta? If so, then yes, you can use the Vesta consoles in other ships, AS LONG AS THEY ARE VESTAS.

I am pretty new to MMO. STO is the 1st and only MMO that I play, however, I don't think T7 ships will becoming out next year. My reasoning is as follows...
Designing new ships and main story missions to get to level 70 is both expensive and time consuming. DR was a major update to STO so I think for the next year Cryptic will had some more content, but not at the scale of DR. They need time to recoup the money that they sunk into such a major expansion.
T7 ships would cannibalize sales of T6 ships. It would also mean less money for Cryptic when you factor in the cost to designed them and market them. By now everyone knows what the current T6 ships are and the upgrade system for T5 ships. Crytpic has already spent time, money and effort into that. Since Cryptic has already sunk the money into T6 ships, the longer people continue to buy them, the more money Cryptic can make from their investment.
I think it is safe to say that prior to DR a lot of people were content with being level 50 especially since that has been the max level for about 4 years. Plenty of time for Cryptic to smooth out issues from going beyond the previous max level of 40. I think it will take a couple of years for Cryptic to re-balance the mechanics in STO. Pushing for another level increase when there are still what a lot of people are considering major issues with the DR expansion will likely drive more people away.
I think it would be in Cryptic's best interest to put off any other increase in level for at least another 2 years. That gives them time to slowly re-balance STO (and it will be a slow process) and also flesh out the T6 ships buy introducing more T6 ships for people to buy.

They have already talked about Fleet T6 ships - extrapolating from Fleet T5 ships, they will effectively be T6.5. The gulf between T5, T5.5, and T5U ships and true endgame ships will be larger, and they will STILL be making money off the upgrades.
As to ships being expensive and difficult to produce? No slight intended to the game artists, but the ships in STO are not all that spectacular. There are indie games and Trek mods to other games with much higher poly counts and much better texturing. The investment Cryptic puts into the ships is not high compared to, say, what the X series puts into ship models and textures.
My guess is "hope" keeps people not playing but posting on the forums. For others, its a path of sad realization and closure. Grieving takes time. The worst "haters" here love the game, or did at some point.
I didn't even bother with it last year. Or the year before. Actually, I've never been interested. I guess I have so little to do right now that I just wanna get the new ship and give it a run. So, races only for me. Once a day, each day.

From my understanding of it, one character still has to run the new event 10 times to unlock the Warp Cores. So if you just have one character, then there is absolutely no change, but if you have 20 alts, then the grind becomes manageable.

Not sure how running Tides 5-10 times is a grind. Completed 5 runs in 4 hrs, it ran twice in one hour.
This is the first year I completely participated, more of a summer event guy. I got the ship the 1st winter event, then was done with it. I find it a break from DR.
