Only things which require per character grind to get are the glossy Q photos for the event rep and Epohh tags, the rest of the stuff using misions reward items which are unbound and can be moved between characters to buy everything else.

Not accurate. The store itself is gated. You can transfer the commodities between alts all day long. If you don't do the 10-mission grind, they can't use the items to buy anything new.

And honestly... the new mission is a good source of holiday stuff. It only gives a little at a time, but it gives a reward at the end of each of 10 waves.

I'm hanging out in the (diminishing) hope that the game will return to what it can be... easily deliverable by fixing the skillstray bug, fixing the borked Borg Red Alerts, upping the XP, and having XP in non-DR areas comparable to similar levels of effort in DR areas.

I logged on today to begin my 25 runs on my main and 2 races on each alt to get the free ship. I really like that change they made.
Then I realized they added back the grind for buying items like the warp core and jackets. I just sat and stared my list of potential purchases, half greyed out until I ran 10 missions on each alt. i remembered why they changed getting ships to begin with on alts. It was a boring grindfest.
I considered ranting. I considered a ragequit. Then I remembered...
They don't care. They want to put in boring grind systems that give them the metrics they want.
Then I just let out a heavy sigh and was saddened that this incessent grinding, appeal to whales gameplay is what STO has become and its not going to change.
I finished today's STO play session looking on Amazon for a new game to play.
I still don't see how any of this is an appeal to whales. If anything grinding is a pressure to get people who don't spend, to spend. Your average whale should be less willing to grind and more easily put off by it. And unless there's a way to pay past the grind, it doesn't do anything for them.

"I wanted to buy X , but it's coming in only next week , hmmm ... let's see what else they've got ?"
I agree with you that it turns off the insta buyer , but I also agree with lored2death about creating timegates to create false metrics ... , as the thingy's to use for the actual purchase are available either via the exchange or via the c-store .
Their goal is not for you to purchase and leave .
They want numbers in game .
I for one can't wait to play, had to work tonight so slept all day but off day tomorrow and Saturday. I love the winter event, don't care about the ship but will be doing everything else!
I may spend down some of my stockpiled Christmas supplies on the new jackets but I'm just not feeling like Q's Winter Wonderland this year. I'm not planning on doing the races or going for any of the prizes at least and I may not set foot in there when I login.

I used the whales in the context that they have a far greater ability financially to bypass way more of the grind than the casual player. They appear to be the target of things being done or undone in cases of nerfs/gating. If someone is a casual, Cryptic's direction is to attempt to create even more whales by using human psychological tendencies against the player's themselves, most if whom having no idea about professional psychological manipulations.
My overall point is that many mmo's, including this one, are no longer games as we know them. They are creating tools and systems that use behavior-altering techniques and manipulations to direct a gamer's actions into a desired result.
One might argue all games do this but they don't, or at least didn't at one time. A developer might make a game with goals but it was a one-off in terms if buying, say a Nintendo cartridge. When games are able to refine and change as they go like STO does, the abilty to farm people becomes possible. Some companies have ethical and moral lines they won't cross. Some don't.
I rambled off-topic but the tl;dr is STO is no longer a game for gamers. Its become a psychologic weapon that's used to mine money from those unaware of the power human metrics can have by creating more big-spending players. The best prisons are those that give the illusion of freedom, or in this case fun.

Other than that, I've never done the holiday event in the past. I already have the jackets I'm interested in (the new ones are not attractive IMO), and I'm always busy IRL by this time of the year.
As for the singularity/AM core, I'm not interested, and it's FAR too expensive for a single character unlock. Fleet core are still way better.

Odds are I'll take the time to get boots for any characters that don't have them. Maybe grab some of the new coats, iunno. Mistletoe is the only one I don't dislike. At the very least I'll be running the competitive race on some toons to pound out marks the easy way.
I don't really like the new architecture of the event, for what it's worth. I much preferred the ski lodge feel. It was cozy and felt warm in the cold. Now the whole place just feels frigid and uninviting. I don't want to stay there like I used to.
