I have heard, that one of the Captains has punched Q in the past. I'd go with Q. Previous event ships have been available the past two events, and the new ship has a console that's part of a set with the last two winter ships.
Please, please, please get rid of the flags at the end of the races and bring in some tech to detect who actually finishes in which position after crossing the line!

If it can't be done then "Q" isn't Really as Powerful as he says he is! Is he?
First of all: Which Q is hosting this year's wonderland? On the pictures, it's the Q's little Q that does, same as last years. But here on the forum, it's the one most beloved Q.
Second: While I liked the more rustical look of the gazebo before, I guess I¨ll like this one as well. So when it comes to art, the blog, the 'rp' of it all, that's very nice indeed.
Third: Why are you reducing the number of PvP races from 4 per hour (:15, :22, :45, :52) to only 2 per hour (:15, :22)? I could say the same for the Snowman attack. This time it's only happening once per hour instead of twice.
Given all those events take place in different places (the borgified snowmen apparently attack in a new part of the map per the blog), why can't they run concurrently? Let players choose where they wanna be!

I would presume that, if you still have an uncompleted Winter Event Ship Project from a previous year, you'd be allowed to complete that mission to claim that previous year's ship.
Well, that's how it worked anyway last year when folk still had the project uncompleted for 2012's Chell Grett. The same was the case for the Risa Summer Event this year when folk had uncompleted projects for last year's ship.
I really can't see things being any different this year to be honest. I was able to claim both ships on some of my toons this year (Summer) for an example. Simply because I didn't have time to finish the previous Event, last year.
So yea, I'd say it's a safe bet that previous years ships will return IF you had an uncompleted project.
I really cant say anything about what the case will be if you've never taken part in the event before and don't have any uncompleted projects though.
