So I uninstalled the game through Steam to free up HDD space, expecting to get ~13GB of HDD space back. Instead, only ~200MB gets freed up. What happened to the 13GB folder that was in steamapps/common and is now missing, and why don't I have my HDD space back?
Steam has a habit of hiding games within the steam client folders and in the user folders. You may need to manually delete them as the uninstaller likely only removed the launcher and game exe's, and not the data files/folders.
goto: windows control panel, set to classic/view large icons, find folder options, click that, click on view tab, find hidden files and folders, set to show hidden files, folders and drives, click apply.
you should now be able to find the relevant folders for deletion, just remember to reset that view option to hide those files and folders etc again when you're done.

I plan on reinstalling it when I have money that I can spend on frivolities and not just bills/food so that I can upgrade from this 300GB HDD to something beefier. That being said, I'll be running my normally monthly CHKDSK tonight to see if my drive is starting to go bad. It's a few days earlier than planned, but w/e.
Ran CHKDSK, found no errors. Ugh. Well. I know that next time I'll just delete everything in the folder except for what Steam downloads and then remove the game from my Steam Library.
