There was a huge attack that basically blew ESD apart. They had to have spent at least months constructing the new ESD, moving resources to Earth, Mars, Jupiter Station, and even possibly as far as Proxima Centauri. Low on the list of things to reconstruct? A nightclub.
Why? There are countless clubs within transporter distance of ESD. If you need to get your groove on, hop in the transporter, and beam to your favorite destination. There are bigger priorities than Club 47.
That said, it was always intended to bring it back. Even Admiral Quinn goes there on occasion, I bet, to blow off steam. It should be apparent that Club 47 was never intended to go away, as the DJ stuck around. ESD would get its nightlife back, and it would be better than ever.
It took several months for the Starfleet Corps of Engineers led by TacoFangs to get around to rebuilding Club 47, but now that they finally have the bandwidth to do so, they went full out. The latest projection hardware, a new redesigned dance floor, and spaces for those who don't want to dance but want to soak up the ambience. Even Vulcans can find something here, even if something is just 'what do our strange human allies do when they are not doing their day jobs?'

Well, with all the disasters that keep plaguing the game, I am glad this is where the developers have been spending their time.
Nothing beats bad virtual dancing to bad music with virtual people on a Friday night - much more diverting than fixing the loadout issues, the exchange delays, and actual content that makes sense.

They don't just flip a switch and say, "Everybody do this one thing." Then when it's over, publish a dev blog and flip another switch that says, "Now do this other thing."
We're just seeing what the environmental art team has been up to outside of Delta Rising.
While your concerns could easily be construed as valid, they actually end up having no bearing on this particular project, nor this particular dev blog.

Nope, 'see your point, and am very well aware of how the whole thing works, truly. 'Just see this as a huge waste of talent, energy and, ultimately, player pay-off and time. Save for the celebratory events - i.e., going to visit 'Q' to get another useless balloon dispenser - I don't know any of the folks I play with or have talked to that really ever entered the "club," and this is the first I have ever heard it expressed that anyone - anyone - ever lamented the fact there was no club on the beautifully redesigned and functional ESD... SO I think there are many more things this talent could be dumped into developing in and for the game. As such, I think my comment has full bearing here. But, again, only one bloke's take on the topic. Not looking for consensus, kudos, allies, "whoops" in my favor, or to make enemies or goad anyone into an argument - just stating my (the operative word here being MY) opinion. Personally, I found the decision to focus on ESD to be a bad call when it was already on its second iteration (or third, depending on how you count it) and was still functional and aesthetically pleasing. I suppose it comes down to that saying that "Better is the enemy of done."
Particularly when there are other areas of the game which are still on their ca. 2010 iteration. This is just a difference of opinion, although I do see their reasoning for wanting to redo ESD yet again, and understand their decision to go with it even if I do not agree with said decision.
That being said, I absolutely love what they did with ESD and am always pleased to see what their environmental art team comes up with and creates.
