Bottom line: The content was in place and put there by the devs. They were notified in ADVANCE of launch. Instead of doing their job, they crossed their fingers hoping people wouldn't figure it out their failings.
All it takes is simple math to figure out that when D'Angelo is talking 17x the normal rate. He was talking about High DPS builds that sweep everything aside like it was paper.
Nah, one can piece together from different things said and what's appeared in the Holo/Tribble patch notes what was going on there, and it goes far beyond folks like the OP that wink at stuff and blow it up while most of us are still waddling our way over to get in range.

But basically there was X which is not an issue. All sorts of folks X, and X is fine. Then there was Y, where Y is normally not an issue. But some folks were fudging Y so massively that it was obviously an issue. Then you hit up location Z which was an issue with folks fudging Y...and bam.
Problem is, folks like the OP can hit up any location just doing X without fudging the Y...and zip along just as fast if not faster than those that were fudging Y in Z.
Hell, don't even have to be somebody like the OP to create a stark contrast between somebody blasting their way through stuff at a decent pace and those that are basically tossing cottonballs at a brickwall wondering why nothing is happening. Folks like the OP just shred all that much faster...

I mean, Hell - how much of it could be summed up by the number of complaints out there about how long it takes to take shields down, eh? Take shields down? WTF? Why is somebody sitting there trying to take shields down? Tossing those cottonballs at the brickwall...meh...if the target's even down to 50% shields as they pop, folks need to take a look at their builds.
It's fine if Cryptic wants to balance things out for a certain level of damage/knowledge/etc...and it's definitely great if they're going to work against any exploits going on...but in the end, they've got to acknowledge that some of the players out there are simply better than the other players and they're going to progress at a whole different level than the rest of the folks.
Me, I'm sitting there for 2-3 minutes taking out a battleship and having a blast...folks like the OP, they're just going to shred that stuff. They're on a different level...

Are you assuming that you even belong in either category? You have a terribly arrogant attitude and ego is not a good thing, mate. Ego hates change and resists it at every turn. Ego attacks and defends rather than rationally discuss and admit faults. You're playing a PvE game and you carry around an attitude that you are somehow the most awesome player in STO because you spent money and experimented until you put together a good fit. Your signature claims you PvP. If it's in STO, it doesn't count. You're not special and most normal people would find your tone offensive. Stop drinking the Kool-Aid you're making with your friends. The point he is making is that no matter what you throw at these guys who team up and strive to be the best can actually make their data look so unrealistic on paper that you would have no choice but to say they were exploiting or something worse. But when it comes down to it, they are the best ship builders in the game. They dont keeps secrets and work together so that everyone benefits who wants to fly with or learn from them. 90-95% of the playerbase will never understand the sheer damage output that can be had by just knowing the game and its mechanics as these guys do. I know players who have been in since day 1 and were cranking out a measly 1.7K DPS in the old ISE. I seriously had to sit and think about what in the hell they have been doing this entire time. Some people just have a very good understanding of the game and some dont. These type of players will never be on the same playing field as anyone else....ever. So to look at their numbers and say that they had to be exploiting is sheer non-sense. Losing guys like this will only hurt the community.
I know one thing, after meeting these guys and reading their build setups I too wanted to improve my numbers. You guys call it Epeen or whatever but in real life its called "competition". They dont PvP, they only PvE and crunch numbers, this is what these guys are all about....they are not trying to out perform the next person, they are always trying get through the STF's the fastest and work as a true team does...together.

For people that do 50k, 60k, 80k+ DPS the changes to the ques makes no difference. You really think that someone that does that much damage really notices any difference between the old ISE, the new ISA or the new ISE? No, they're all the same to those players because enemies just melt.
The ones that get punished are the 'normal' players. The players that do 10k or even less. The players that don't live for STO, the guy that likes to come home from work, have a beer and blow up a few Borg before dinner is ready. Normal players that used to be able to log on, run a couple quick ques, start their rep projects or crafting and put away a few marks and some Dil to build up so they can improve their setup.
Now ques take longer, they're harder to beat with PUG's, and the 'optional objectives' cause you to fail. The high DPS player that spends 10 hours a day doing nothing but STO doesn't even notice the difference. The other 90% of the player base gets screwed.
The game is being tailored for the heavily vocal minority.

So you can confirm the existence of a possible fudging of Y in Z leading to stupid exp? Not saying you did it at all or anything of the such. It's just that I have not heard of that, or seen that, from a source I would trust. I only know about X and am responding about X, I do not know that Y occurred in Z.
The OP makes a good point. By no means should we expect elite players to level at anywhere near the same speed as your average player. Just because they leveled fast doesn't mean they were exploiting anything. I for one can't come close to what the OP does, but I generally do a respectable 20 to 25, or did in the old runs. That's enough to render most content pretty trivial, and enough that I blow through content at a brisk pace while others struggle to survive against opponents that should be insignificant at worst.
It would be WONDERFUL if these players actually had a hand in the balancing of content. They know the ins and outs of the systems. They actually understand what players are capable of - something the developers clearly have no grasp on. Everything they do feels like a blind, deaf imbecile blundering around. From enemy health levels, STF mechanics, new skills, weapon modifiers, Boff traits (I'm looking at you Fed DR pack boffs), specialty consoles, to ship traits and boff/console layouts all make it vividly clear that they've got no clue how their game works.
However - as incredible as the lack of understanding on the part of the Dev's is, what's truly incredible to me is the sheer number of players that lack any understanding of the game. The vast majority of players are beyond terrible - and most have no idea. This is something that to me is completely unprecedented in any MMO I've ever played.
As the OP pointed out, the content we have as it stands now can be extremely trivial. All it takes is a skilled team. You don't have to be lucky and have epic gear. You don't have to be rich and pay to win. Those things aren't what matters. The richest, luckiest player in the world can still be the worst. All it takes to perform well is doing it right. Figure out where those big numbers come from, and how you can make it happen as often as possible. Optimize your setup and your ship will rapidly become far, far better. It really doesn't take that much to reach 15k or so, a point the"average" player SHOULD be at.

the game can't cater to the minority fringe element on either end: those who do 80k dps and those who do 1k dps. the game needs to work for the 95% in the middle.

We are so good at this game that we could literally take all our weapons off our ships except 1 and still out perform your average player. We are that good.
Our performance numbers are so astronomically higher than your average STO player, why would you not think our leveling efficiency would also be astronically higher?
Do you honestly think that if you put 4 or 5 50k, 60k, 70k, 80k DPS players together in a team that we would toddle along leveling at the same speed as your average 3k DPS player?
I believe that you and/or some of your devs should have a sit down with some of us in the DPS league so we can teach you how to properly play this game.

I think that the top level players aren't all limited by their ego's or deluded enough to believe that everyone in the game can be like them. I know I haven't breached 20K yet, I've gotten close a couple of times, but I'm no means a high DPS player. However my avg Beamboat can still outperform most players in STF's.
TBH the scaling from the dev's is incorrect, the STF's between 50 and 60 on normal and advanced should go on a mix of Gear and Level. However the team at cryptic don't work out potential DPS from a ship for a balance algorithm, which most MMO's now feature as standard. For a given range of levels, a lvl 51 should be able to beat that Advanced queue, however as it stands it's just flat versioned for higher DPS players (10-12K+) and hull strength was aimed at 60. That's not balance it's called IMBALANCE. If it wasn't so common within the game I would call it a bug, however due to it's prevalence it's just damn lazy by the programmers.

i see dozens of sto vids on youtube. i see many guides in the guide section that don't have his name of them. and while i remember his infected vid i've done a dozen advanced queues with my t5u ship doing 10-12k dps without failing a single one of them. so his infected vid and thread seemed more like a scare tactic then being helpful becaue my fleet hasn't failed one yet and we're not elite players.

I've seen what you guys can do in pvp, its gut wrenching, so I don't doubt your claim for a moment. Thing is, if cryptic is basing difficulty off what guys like you can do then 95% of the player population-me included-are barred from advance+ content rewards due to fail at optional.

I have to disagree with the OP i run a Part Gen R'Mor highest DPS rating on it in a 5:12 match was 26749 DPS Burst was around 90K. Do i lord that over players? NO! I am not the best in the game i think i hold my own very very well. I lost 17 Spec points due to the player nerf they did. Am I mad? YES! Am I going to quit because of it? NO! Acting like you are better gets you nowhere and only makes people resent you. IDC if u run 50K DPS it means nothing to me at all and claiming you are the best in the game is downright Egotisitical and Obnoxious. To quote a very famous line "There is ALWAYS someone better than you"

It would be WONDERFUL if these players actually had a hand in the balancing of content. They know the ins and outs of the systems. They actually understand what players are capable of - something the developers clearly have no grasp on. Everything they do feels like a blind, deaf imbecile blundering around. From enemy health levels, STF mechanics, new skills, weapon modifiers, Boff traits (I'm looking at you Fed DR pack boffs), specialty consoles, to ship traits and boff/console layouts all make it vividly clear that they've got no clue how their game works.
However - as incredible as the lack of understanding on the part of the Dev's is, what's truly incredible to me is the sheer number of players that lack any understanding of the game. The vast majority of players are beyond terrible - and most have no idea. This is something that to me is completely unprecedented in any MMO I've ever played.
As the OP pointed out, the content we have as it stands now can be extremely trivial. All it takes is a skilled team. You don't have to be lucky and have epic gear. You don't have to be rich and pay to win. Those things aren't what matters. The richest, luckiest player in the world can still be the worst. All it takes to perform well is doing it right. Figure out where those big numbers come from, and how you can make it happen as often as possible. Optimize your setup and your ship will rapidly become far, far better. It really doesn't take that much to reach 15k or so, a point the"average" player SHOULD be at.
the game can't cater to the minority fringe element on either end: those who do 80k dps and those who do 1k dps. the game needs to work for the 95% in the middle.
i'm only doing around 10-12k dps and i'm not having any trouble doing advanced queues. they're harder then the old elites but not anything the teams i've been on can't do. i've done at least a dozen so far and haven't failed one yet.
I don't need to act like i have the biggest cyber-peen in the world when i'm getting the job done with a relative average build. i made it to 60 in less then a week without even trying hard.

I'm sorry, but players like the OP are no more in touch with the 'normal' player then the Devs. I don't think that someone who can wipe an elite que in 3 minutes has any idea what it's like to be a normal player just trying to enjoy an occasional mission. These are the players that want Borg to have 7M HP in the 'Easy mode' because they think everyone should be like them.
If you let those players have a say in development the game would be even further off the rails then it already is. They would turn it into a game that only the most elite 5-10% could even play.
The best part about STO has always been it's casual feel. This is not a hardcore MMO, never has been. It doesn't need developmental input from players that want to make it more hardcore. The Dev team is already making a very clumsy attempt at doing that themselves. They're just not nearly as good at it.

It may be arrogance to you, but it is well earned and well proven arrogance - you just quoted one of, if not the best, PvE players in STO.
I think that the top level players aren't all limited by their ego's or deluded enough to believe that everyone in the game can be like them. I know I haven't breached 20K yet, I've gotten close a couple of times, but I'm no means a high DPS player. However my avg Beamboat can still outperform most players in STF's.
TBH the scaling from the dev's is incorrect, the STF's between 50 and 60 on normal and advanced should go on a mix of Gear and Level. However the team at cryptic don't work out potential DPS from a ship for a balance algorithm, which most MMO's now feature as standard. For a given range of levels, a lvl 51 should be able to beat that Advanced queue, however as it stands it's just flat versioned for higher DPS players (10-12K+) and hull strength was aimed at 60. That's not balance it's called IMBALANCE. If it wasn't so common within the game I would call it a bug, however due to it's prevalence it's just damn lazy by the programmers.
You sir are just jealous. People who do well at something in particular are usually arrogant to a degree because they have a deeper knowledge of whatever they are good at. Roger Federer for instance is probably very arrogant about Tennis, but then he's been the number 1 for countless years. It's the same here.

In every post you've made today you make a point of not just defending Cryptic (your right to choose a side or cash a paycheck whatever the case may) but to try to intimidate thru insulting, I understand the concept, if anyone say anything negative about the recent events its your job to shut them up and do it in such a way as to discourage others from posting. I've seen what you guys can do in pvp, its gut wrenching, so I don't doubt your claim for a moment. Thing is, if cryptic is basing difficulty off what guys like you can do then 95% of the player population-me included-are barred from advance+ content rewards due to fail at optional.
I have nothing against "wizards" ripping the snot out of things, but the general populace should not be swept off the table because of it.
