    I came up with this:

    http://skillplanner.stoacademy.com/?build=testbuildfreeitems_5576

I really have no idea how good it would actually be but it's based on how i'd fly the ship. It's the fastest escort you can get, it's free (with a little grinding admittedly) and gets a free T5-U upgrade (which isn't reflected at STO Academy).

The idea being move fast to keep you defense level up and use anything you can to boost crits, hence the antiproton weaponry. I know they are only DC's but they are free from the Fluid Dynamics mission and you'll not get antiproton weapons cheaper than that.

Most other stuff is free, or cost a few EC's. The tac consoles are not too expensive now if you don't expect to go for Mk XIII or Mk XIV ones. Going for lower mark but higher rarity seems to offer better prices.
The only thing i though was a bit expensive is the elite fleet shields but the cost of them has dropped and anyone can earn FC's to buy them these days, you don't even need to be permanently in a fleet to buy them, just search for one selling access.
Not a bad build at all - and You can even upgrade the winter/summer event ships to T5-U (there is a button for that in stoacademy right above the ship picture) for free. I'd have done a few things differently - but yes, that is where personal taste - or my (!) learning curve starts. Keep the ideas coming! :)

In fairness you probably could get better kit just from opening daily rep reward boxes but that can be a bit hit n' miss so i stuck with guaranteed rewards from missions.
Or you could get reps to T5 and buy from the stores but then you need Dilithium which again is getting harder to come by if you're a new Lvl 50 player so to get enough for up to 8 weapons is quite a challenge to those new to the game.

The only thing i find annoying is that if you fail a requirement for example in Bord Disconnected advanced, you dont get a proper reason listed what you failed at. The rest from the advanced / elite STF is fine and we just had to adjust some tactics we used like in Khitomer Space Adv/Elite and it works fine.

Overall i like the difficulty changes alltho elite Ground seems a lot easyer then elite / advanced.

Another thing is that normal should reward players with 1 Neural Processor (or similar items) while Advanced gives 3 and Elite 5 so ppl without good gear get the chance to actualy get the reputation gear and then beeing able to do the higher difficultys.

So here I queue up to PuG ISA. Takes us like 3 min. to pop the guards, all I could hear is "<pop-hiss>I find your team's lack of DPS - disturbing"... Didn't help that I committed some "epic fail" by deploying all my mesh weavers...
    in recall mode...

Then the fun begins, around the left transformer. Cube goes down, two of us are "distracted" by that additional sphere guard, and there's a "10% rule" fail. "<pop-hiss> I find..."

Fortunately, said fail is recognized via the appearance of a "you earned 5 expertise" popup, and things just go downhill... Well timed and placed GW III. Sensor scans and other debuffs suddenly enhance the team's DPS. Wierd appearances of TSS graphics occur on my ship - cause I know I didn't call for it. Unfortunately, even these surprise graphics didn't help as they disappeared just as the transformer fell, and the sphere train took out their frustrations on the tosser of that random GW III.

Then the next distraction is noticed - actual blue (my color for team) text in the chat box. Response given during the respawn...

After the respawn timer (only one noticed in the whole match), the mesh weavers are re-deployed, and some DOff-reduced GWs and an attempt to trap the spheres in a web keep the train together enough for the wave to pop before the 5 minute mark...

With the loss of that annoying <pop-hiss> sound, the team goes over to the right side and things proceed as I remember from months ago - ie, those eras when fleet gear didn't exist. 10% rule followed, that random GW III shows up again, debuffs bring TF to 50% before the delay officer can get back on-target from the delaying action, things go pop at a steady pace, eventually the gateway goes then the final straggler-sphere... <pop-hiss> says the tactical cube...

Then, the oddest thing happens to the team's Kumari pilot, who drew the undying love of the Tac cube... More blue text - "blew all heals on you, time to use your own". Of course, she flew in range of the friendly not-loved-by-cube-for-once recluse, which shared some more heals, and there could have been yet another healer involved... Eventually, the debuffs cycle up, and the poor cube goes from 75% to 10% in less time than it took to lose that first 25%. Pop with over 2 minutes to spare and no further respaws...

And, there were congratulations and thanks issued both at the end of the run, and during the run.

I mean really now - cross heals. Teamwork. Debuffs. Communications between players. This was epic fail in the era of "faceplant and roll on spacebar".

Fun as all getout though... :)
Detecting big-time "anti-old-school" bias here. NX? Lobi. TOS/TMP Connie? Super-promotion-box. (aka the two hardest ways to get ships) Excelsior & all 3 TNG "big hero" ships? C-Store. Please Equalize...
