1. It would fix PvP to the point where it works
2. You would get a Full Romulan faction, not the current joint allied Klingon/ Federation ones.
3. It would open up even more stories and areas to explore.
4. More cool ships to be used.
I will add, it would be a race never seen before. (JUST IMO, this might be the best way to go.)

PvP is going to be irreparably destroyed after DR. Adding a new faction =/= PvP fix even if it wasn't about to be maimed. Just saying...
Players could have a pseudo-repeat of the LoR Romulan storyline with the Cardassians aligning to both the Federation and Klingons alike. The player has to choose aligning with either faction, leveraging existing mission content, plus some special LoR-like content.
But we've "been there, done that" with the Romulans. So...
Maybe it's time for the game content to take another radical turn: pirates.
Maybe you're the Captain of a mercenary or brigand ship. I'm not talking Nausicaans or Orions per se, but players who are any race with no loyalties.
Trouble is, the game content is geared towards FED, KDF or ROM centric missions. (With the ROM player able to participate in KDF and FED missions as their careers progress.) Does Cryptic set up a whole new slate of missions which are specific ONLY to that new faction?
Part of any new faction, should come with a PvP fix. Something that will give PvP real meaning in the game, not like it is now.
I would say part of any good PvP system, it has risk vs reward. The bigger the risk, the better the reward. in this case the rewards would be PvP items, and other cool solical stuff. Just saying.

--Expansion/Season plotline: The Iconians are f*cking with the Dominion. Odo gets the understandably p*ssed Founders on his side and sends you to deal with them. Eventually you end up going to the Alpha Quadrant on his orders to help with the situation there.
Personally, I don't think we have a full third faction yet. If the Romulan's could be made independent, then I would also be up for the Dominion faction as long as it isn't tied to one of the other two we currently have.

All I can say is that I wish the playable Jem'Hadar wouldn't be bald like the NPCs.
Various Podcasts have dropped hints that the third Expansion Pack will be another Micro-Faction similar to LoR - using the Alliance system to keep PvP to Red/Blue only. Cardassians seem to be the species most talked about even by the Devs. A new EP would be early 2016 - assuming they follow the same scale as LoR to DR.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

I cannot like this post enough. As much as I want to see playable Cardassians, I agree, the Dominion would work a lot better as a faction (especially since they probably have more variety in ship types). Plus, they would unlock the Gamma Quadrant, along with a whole host of new NPC races (such as the Hunters and the Ennis/Nol-Ennis).
I disagree about the Vorta being a C-store race, however. Given that they are the administrators/generals of the Dominion, it only makes sense for the player character to be one of them-- they are in no way as rare to the Dominion as the Caitians, Aenar and Liberated Borg are to the Federation.

Exactly. A release entirely dedicated to bug fixes indicates the MMO is stagnating. If a MMO is not developing new content and features, then it is in maintenance mode which means the publisher doesn't want to spend any more money on developing the game, but doesn't want to pull the plug at this moment. Even if Cryptic released a release entirely dedicated to bug fixes, then a release of a ton of content, it would cause irreversible damage due to players believing that the game is going into maintenance mode.

This is a very good point. The traditional setup is to have Vorta as all ship captains. Jem'Hadar would be at best first officer. That's the same setup as Loriss and Kar'Ukan. Er.. well, Loriss was more of a fleet admiral, but you get the idea.

Doesn't need to be THAT much of a justification, just a little bit of race-specific dialogue peppered throughout the missions. They could even indicate which dialogue options were suggested for which species, if it came down to it.

Except the Founders aren't actually that OP in game. True, Laas gives you a tough fight, but in Foundry missions they tend to die pretty quickly (heck, I've seen all Dominion NPCs, ground and space, die horribly in fights against other races. Clearly they need a boost).
What I'd really like to see is playable Jem'Hadar and their Shrouding. If they could work in an adverse side-effect to the Shroud similar to that described in DS9 canon (say, a possible slow health or shield reduction while Shrouded), then it would certainly balance it.
Why bother putting in a fourth faction just so it can be left to rot in content stagnation? Pointless to even consider. No factions until KDF and Rom have content.

I don't see how they can impliment a Cardassian faction due to one minor problem.
The Galor, the most iconic Cardi ship, was a lockbox ship.
Same with the Dominion ships. Three were used as cross faction ships: the JH Dread Carrier, the JH escort carrier, and JH Holy Bugship.
Making a faction that requires those ships would kinda render the novelty of having one obsolete, cause rage at having something they bought/earned/got lucky on suddenly available for nothing more than leveling a new alt, and might cut into key/DOff pack sales.
