I just bought a new PC, and it has an nVIDIA GeForce GTX 745 graphics card. Since I don't know a thing about the scale of of card to another, I thought I'd ask on the forums.
The game requires at least an nVIDIA GeForce 7950, but I don't know if my new one is better or worse than that. I'm trying to find out if I would be able to run STO on max settings with that graphics card, 16gb of memory, and a Intel® Core i7-4790 Processor.
Any advice would be welcome here, since I have no idea what I can do with this thing.

I'm preaty sure Nvidia doesn't make a 7950, thats ATI and the two are completely diffrent. A ATI 7950 is eqivalent to about a Nvidai 570 or 580. So your card is much newer and more powerful. That being said. A Nvida GTX 745 card is very capable of running sto and at maximum settings. 16gb is plenty for anygame right now and any I7 proccesor in the 4000 family is top of the line atm. When I built my PC. I used a I7 3770k and overclocked it to 4.2 mhz and I think your processor is better. As a matter of fact your processor scores a 11,321 on the CPU Benchmarks. Your PC is overkill for what requirements sto demands. Don't worry you are just fine.
P.S. If you feel you need more power (witch I don't think you do but) you can always buy another Video card and run them in SLI mode.
My system is Net Gen quad core 3.4/3.7GHz with 16/32 GB of DDR3 2400 XP rating. I had installed 32 GB of DDR3 1600 Mhz in there but I didn't seem much difference in performance so I reduce it to 16 GB for now. I am using AMD APU/GPU.
The nVIDIA GeForce 7950 was released back in 2006. The nVidia GT 745 is not a particularly powerful graphic card compared to more expensive GPU, but it is definitely more powerful than the nVIDIA GeForce 7950.
I've got a GeForce GT-720 on my new PC and STO runs with no problems.
Well... other than getting booted a lot recently, but that's not the cards fault.

I have tested STO on my laptop at 1600x900 resolution using only the integrated Intel HD 4400 graphics core and it runs pretty decently on low settings.
I just needed a graphics card that wouldn't kill itself when I turn on shadows.
I know I won't be running Battlefield 4 on Ultra settings, but if I can play Star Trek Online, Lord of the Rings Online, and Star Wars The Old Republic, with optimal resolution and graphics, I'll be very happy.
Well, since the new PC comes with the nVidia GT 745, you might as well just play STO and the other games with it to determine if it provides enough performance to meet your expectations.
If not, then at that point you need to decide on a budget to get a card that will provide you with better performance.
Well, it's better than I could have hoped for! I'm now playing STO, SWTOR, and LOTRO on max settings, smooth as silk. I'll be loading up Battlefield 4 later to really test it, but it's met my expectations and more.
