I am not sure if this was reported before, but has anyone or does anyone have this problem? I have a friend who cannot get a new Klingon character promoted though they are at Lt. Commander Rank, but still cannot purchase the Rank's Ship.
klingons get their first free ship choice with Test of Mettle - it's literally part of the mission
romulans are the same thing, except the mission in question to be done is Neutral no More
it's only the first promotional ship choice that requires doing a mission, though; every ship after that just requires the appropriate rank and turning in the promotion to jm'pok/admiral kererek

yea, even if you rank past the promotion point, you are stuck with your first ship till you get to that mission.
