I don't get the people praising the handling of this. It's like if you attended a seminar in which they promised each attendee a free coupon for an oil change. Then someone pulled a fire alarm at the building and the runners of the seminar said "well we can't give out the coupons now...(why? what does one have to do with the other? Nothing)....
Actually, it's not like that. It's not like that at all.
Your analogy falls way off from what happened. This wasn't someone pulling the fire alarm, this is an actual (yet still figurative) fire. PWE lost internet acess due to an outside failure, not something they have control over. by the time they were able to get back onto the net and figure out why the codes didn't work, the codes were already no longer vaild.

Nothing)...but if you comeback next week we promise to give out an unnamed coupon at the end of that event". People would be angry and rightly so. I always tell my clients "Mistakes happen, it's how you handle them that will determine customer happiness. You can turn what was an error into customer loyalty with a great response, faster even than you could have without the mistake. Or you can also make yourself into a villain".
So what would I have recommended?
Give out the code as they promised then at the next event put out a list of names of everyone that posted in the last twitch (It'd take an hour or two to compile the handles) then ask that those people message them for an extra bonus item as well. Ya it would likely take a person a days work to complete the whole thing. But just imagine what long lasting support they would have gained from posters and the dissemination of that support in game chat.

And the hell if I ever sit through another Livestream after the last one. What a chump I was punching in that code every hour until it gave an "expired" result.

Well you get your posts deleted in the least. No TOS violation in the post simply pointed out how it could have been handled instead of how it was handled. Just pathetic.

No, I do listen and I never blamed them for an internet failure. I said they handled the aftermath of their commitments poorly. Make a new code and release it. It does not take a week to do that, you don't need to force people through another twitch session to give it out. They could do that now. Poor customer service decisions are poor no matter what the time frame.

Instead, he showed clear regret for our inability to use the code, and personally worked overtime to find a solution.
