it was mention that like t5 ships, gear won't be obsolete. But I'm wondering what dose it mean?
My guess is that gear you grind for like Fleet and Rep gear, they will add mk 14 variants to all of them.
It means that any gear you have now will be just as good as it currently is. It will NOT be nerfed or obsoleted simply because more tiers are released. It simply will not be the highest damage/resistance/whatever anymore.
Now, as for Mk XII, they have stated that there will be some sort of upgrade process, possibly having something to do with the crafting system, but we have no other details on the process, what items qualify or the cost.
When Mk XIII and Mk XIV gear is released, I would expect it to be added to the rep systems and stores in the same way that Mk XII is now. So you will have the option, probably, of either using whatever mechanism they put in place to upgrade your Mk XII to the new Mk XIV or, rerun the rep project that created it to get the new level.
It is also unknown at this time what level you will need to be to use it since gear Mk levels are player level restricted. So for the time being anyway, there is no reason NOT to get Mk XII if you need something. Chances are, you'll be using it for at least the first few levels of the DR release anyway.
The FUD can be quite loud and overwhelming at times. The basic rule is, unless you're a serious PvP'er,... (or you just HAVE to keep up with the jones') it doesn't matter what they do or don't release. What you have and what you can buy/grind now, will be more than sufficient to carry you until you decide if you want/need/would benefit from/can afford the higher Mk stuff.

Well, since this doesn't look to be working out, really...
Maybe it is secretly opposite rising, and gear will auto-upgrade?
Yes... They've been kind to us with the T5-U upgrades (I've been told that I am stupid and arrogant to call them T5.75 ship, so I don't do that anymore), making our ships better and fully viable at level 60, so it's reasonable to assume that we will get free upgrades for gear too, so that all that time and dil won't be wasted.
Don't look silly... Don't call it the "Z-Store/Zen Store"...
I weep for my Breen set. I retired it over the weekend and between my new higher mark 'gucci' gear I can't find a suitable replacement for those Breen set passives.
Wait- I take that back, it only cost me about 10k ec, 20k dilith, about 40k in fleet creds and a console slot to 'replace' the Breen set passives.
The loot should be drops at Mark 12 if your already Vice Admiral or Lt General (KDF) but it's still a mix bag of Mark 10 and 11. What I am seeing. So when DR comes out then it's Mark 13 and Mark 14.
just wondering if it worth it to buy Rep Gear now, or save the marks and dil
Wondering that myself.
Got me a little time to myself this week. Been doing some things I've been putting off, both around the house and in STO. Finally upgraded my Scis regular Polaron setup to Protonic Polaron. That was a hefty chunk of Dil. Got one Char the Dyson Ground Set (ka'ching).
Also got my first modular ground kit together. Been putting that off just because they're such a PITA to assemble and still damned expensive. Which is understandable, considering what one must go through to get Mk XI purples. (Is Assimilation the most played episode mission in the history of STO (or any game) yet?)
I was about to continue with this spending spree, when I asked myself, "what the hell am I doing?". All this stuff I'm getting is obsolete in a month. I know you don't need bleeding edge equipment for most stuff in STO, but on my non-tactical characters particularly, I do try to get more high-end stuff so they don't feel so underpowered.
I guess my answer is no, it's not worth investing in anything right now. I just need to take a step back and focus on Dil grinding for the remainder of the time. Even being the slacker that I am, I still got a TRIBBLE-ton of stuff that is going to need upgrading/replacing. I've got 5 characters and nearly 3 years of accumulated stuff that is about to be set back 10 levels.

There are however indications that you will be able to, at least to some degree, upgrade current gear.
The only thing they've promised, is that Ships won't become obsolete... Ships aren't gear.

lol.. Yeah, that extra 3% is just going to force me right out of the game.

That's kind of depressing.
