The Excalibur was built in the 2400s. Nova has a T5 Refit, Excalibur doesn't.
That is a shame. Shame on you, Cryptic. I liked flying Arthur's sword and it didn't have a Tier 5, Tier 5U, and it won't have a Tier 6 version. It was hard enough trying to choose a ship in this game that I liked. Shame on you.

The problem is... The Excalibur, and even the Exeter... is considered a Constitution variant, and... well... we all know what CBS said about an ENDGAME Constitution.
And there are T5 Ambassadors flying around. Both Fleet and Non-Fleet versions. Same with the Kamarags. There's the T3, the T5 Retrofit, and the Fleet Retrofit.
I can't take it anymore! Could everyone just chill out for two seconds before something CRAZY happens again?!

I would also happily pay zen to upgrade my Mirror ships. I'm going to fly them regardless of whether I can upgrade them or not.
I would also pay for upgrades for my Mirror Universe ships, aparently Cryptic does not want our money enough to let us do that. Regardless, I will continue to fly my Constellation Class Mirror Universe Heavy Cruiser Retrofit AKA: my Tier 5 Connie.
Excelsior is older than Ambassador. Therefore Excelsior gets upgraded, Ambassador doesn't.
Excelsior is older than every other Starfleet cruiser in the game except 2 (TOS Connie, Connie Refit) yet it is the most tactically superior cruiser other than the newly built Avenger.

The whole affair is stupidly complicated. They've basically backed themselves in to a corner where they have so many different ships acquired in so many different ways that any upgrade system is complex and is guaranteed to upset someone.
I can't for the life of me understand why cryptic won't allow players to fly competitive versions of the ships from the shows (e.g. Constitution, Ambassador, Miranda etc). People come to STO because it's Star Trek, they want to fly the ships they saw on TV growing up or in the cinema etc. By denying people using these iconic ships you're hacking off a lot of players!
I mean the Excelsior is a good ship and popular, but only really because it's a dev favorite and they want to keep it so it get treated well. It's a 100+ year old ship that's still going to be competitive at Lvl60, but yet many other canon ships are not available at that level.

For the eleventy-billionth time, contractually they cannot. CBS said no. It is their IP, their rules.

The Fleet Sovereign is better, the Fleet Ambassador can be.
