I'm getting the same thing from my PC at work, but not from the machine at home... it's very annoying.
I've tried using the startsto.bat method using the debug console, and it bypasses the launcher just fine, but once I try to log in, I get the error 17 message again (so I know it's not a launcher problem).
Could it be different IP ranges between your work and home PC?
Anyway, I also tried running gameclient.exe directly. I timed out at the account server after typing in my user and password. Sigh...there goes my weekend STO session...
Anyone having login issues? My account obviously works since I can post in the forums but I can't enter the game.
The launcher just fails with the message: "Unknown failure code: 17"
----I restarted my computer, modem and router and waited about 30 minutes or maybe longer so I can get a new IP address. It did work from my end. You might want to try.
I am having this problem now too. I have tried different machines as well as different public IP addresses with no luck. Tech support has not responded to me in several days. Does anyone out there have the answer to this problem.

Strangely enough, my previous IP worked fine until 22 August. After that, no joy.

Definitely IP based issues... as clearly I was able to log in to the forum via TOR... but that's not a solution.
fyi based in Canada, so.... surely can't be an intentional banning lol...
