If I may hazard a guess, I believe the white shoulders are to visually distinguish player captains from flag / BOff officer / enlisted NPCs, who have subdued colored shoulders.
I initially questioned the logic of this, since having one's CO in a unique costume puts him/her at risk of being a victim of a decapitation strike targeting a ship / starbase's chain of command. After reading the official STO Starfleet Uniform Code, however, it turns out the devs justified this by making the Captain's Odyssey Tactical (i.e. Away Team) jackets identical to that of the senior officers, thereby sidestepping the "obvious captain is obvious" issue.

Well, then your probably SOL, as they say.
Starfleet regulations strongly recommend against unexpected firefights, especially with inappropriate gear and clothing.
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.

Most eras of Trek have had a separate captains variant, TOS tunic, TMP sleeveless, TWOK waistcoat, TNG the grey shirt and jacket, DS9 / FC the grey waistcoat.
All trek rank pins have been pins (except the TOS ribbon, and TWOK emblems)
Norway and Yeager dammit... I still want my Typhoon and Jupiter though. JJ Trek The Kelvin Timeline is just Trek and it's fully canon... get over it. But I still prefer TAR.

Just for clarification, you would prefer that they display five-point stars instead of rectangular pips? Traditionally, stars were only reserved for flag officers, except in in certain armed forces. Or do you want the TNG circular pips?
COZ they want to. Just like BMW designers want kidney grills for their cars, Lucas and Disney use TRIBBLE-looks for the empire, starfleet use round saucers etc etc.

In Enterprise, Starfleet ranks were identified by squarish pips displayed on the chest. TOS, they were stripes/ribbons on the sleeve. TMP they combined the ribbons on the sleeves with insignia on the shoulders. TWoK through to TUC they used pins on the shoulder strap. TNG through Voyager they used round pips on the collar. in STO, they use retangular pips on the coller (Odyssey uniforms) or chest (Sierra/Antares/Jupiter).
The only time stars were used to show rank is in modern militaries, and that is for Flag officers such as Generals and Admirals.
