you can say this isnt power creep all you want, but it obviously is. you want a 13 console ship. just admit it.
most times, tryng to equip the special consoles that come with a ship, seem to be more of a downgrade than a power creep.
the odyssey consoles, the bortasque (or what ever spelled), the defiant cloaking console or the scimitar telharon consoles, they have those consoles that should be usefull, but take useful needy slots and that's not so appealing.
i think those ships should come up with a special "universal console slots", to place the consoles set, in order to justify getting the ships in first place.
so, as example we could have: the defiant would have a extra "1 special universal console slot" to fit the cloak + "1 extra universal console slot" to fit other universal console.
( 1 + 1 )
universal consoles could still be sloted in the other console places at the cost of losing a spot to put "normal consoles"
the odessey / vesta / scimitar / bortasqu etc, should come with 3 "set universal console slots" + 1 universal console.
( 3 + 1 )

What's it up to 35, 40? I think I'm safe in using the plural years since I've used it.
What's worse though, and what got me to make the post I mentioned before, is when I bought my Mogh. Purchased it, selected it and discarded the console that came with it, without trying it even once. I don't even remember what it's called.
Because I knew it didn't matter what it did, it could have been the most awesome thing I have ever seen, leaving me on the ground, on my knees crying at it's beautiful magnificence, but it still wasn't going to be worth losing any of the always active, always useful consoles that are there now.

Let me ask this. At this point, does it matter? RML in CSE used to be for premades only, it's now practically standard in PUGs. As are 5 minute runs. The power deluge (not creep) is on, what's one more thing?

and as for what was said before, I think someone mentioned make the three console sets 2 console set,s and drop all ships to 9 consoles, and never more than 4 of any type. no more 5 tac console 5 forward weapon ships. it's far too OP
Letting us put gimmick consoles in device slots instead is a brilliant idea.
But I think any active powers that come as the result of a set bonus should remain as a regular console because they often have numerous other benefits as well.
Indeed, the idea is, that if there are 3 set consoles equipped, any of the passive synergies in the special console slots would not stack, however if stacking these consoles resulted in a active ability synergy, it would then activate. So if you wanted the passive 2 piece set bonus from a set, you would put the 2 pieces in your standard console slots, and if you wanted the final specialty move without having to sacrifice performance, you drop the third console it into your Special Ability Consoles Slot.
In short, you get the bonus for the partial set (the bonus you want) and the main ability (you want) without having to stack a bunch of consoles into standard console load out. Keep the skills, drop the passives.
If anything, these activation consoles should be made into devices...put something worth using in there besides the same two.
This idea has merit too, but I was leaning toward consoles, specifically because unique ships have sets of 3 consoles, and utilizing their "ultimate abilities" allows for more options in space combat.
