Lre of empire mission and Pi Canis sorties not available

hi guys, anyone come across this error? I created a new character for the klingons and i try to get the quest but Ch'toh only says "Those who forget history are doomed to repeat it". The wiki says you can do this at level 0 so not sure why i can't do the quest at level 8?

Also I can't seem to get the Pi Canis Sorties. The only missions i can do are the episode ones. I tried deleting the character and starting again but still had this issue, know that i'm level 8 i don't really want to start again from scratch.

Anyone know of this issue or how to get someone to look into this?

    Ch'toh's missions become available at Lieutenant Commander [10].

    The Pi Canis missions become available at Commander [23].

    which coincedentally is also the level when the doffs from the kdf version of the DS9 bundle become usable, even though the doff system itself unlocks at 11...wanna see about passing that along to be fixed, please?

    Thanks i thought they become available due to the wiki.
