I was in the Solanae Sphere and I didn't hear of anything like what you describe. Was it a MACO unit?
MACO isn't part of Starfleet Operations. Never was. 702nd's an Operations combat unit - well was. Though the company was comprised of MACOs that had transferred over and still wore MACO equipment, only they rebranded them with Operations unit patches and markings.
